Аннотация
В статье предложен гибкий и адаптируемый к требованиям конкретного инвестора аналитический инструментарий оценки инвестиционной активности сельских территорий. На первом этапе предлагается использование системы показателей, характеризующих количественное, качественное и структурное изменение инвестиционной активности в статическом и динамическом аспектах. На втором этапе рекомендуется проведение интегральной оценки текущего состояния инвестиционной активности сельских территорий с использованием двух частных индикаторов − темпового и душевого.

ANALYTICAL APPROACHES TO AN ASSESSING OF INVESTMENT ACTIVITY OF RURAL AREAS
Abstract
In the article flexible and adaptable to the needs of particular investor analytical tools for assessing investment activity in rural areas are offered. At the first stage the use of a system of indicators characterizing the quantitative, qualitative and structural changes in investment activity in the static and dynamic aspects is offered. In the second stage it is recommended to perform an integrated assessment of the current state of the investment activity in rural areas by using two partial indicators - tempo and capita.

The territorial aspect of investment, they are confined to a particular region, rural areas is not in doubt, since it is territorial characteristics determine the nature, direction, dynamics, and hence the investment activity of investments.
Rural territories are considered by us as a complex natural-economic system, functioning and development of which is determined by integration ties of natural, social, economic, environmental, infrastructure and capacity of local governments.
The investment activity in rural areas affected by a number of specific factors, such as soil and climate, biological, recreational; technology and seasonality of agricultural production;
Organization of rural areas; mentality of the rural population. [1, 143] In most cases, these factors are constraints, which leads to a low level of socio-economic development of rural areas is not conducive to the preservation of rural life, rural culture, the development of the agricultural sector and, ultimately limits the investment activity in rural areas.
Because investment activity is the main characteristic of investment activity, reflecting the intensity and scale, increasing the need to develop flexible and adaptable to the needs of a particular investor analytical tools to assess it. [3, 53]
At an initial stage it is recommended monitoring investment activity in rural areas by using the proposed system of indicators characterizing its quantitative, qualitative and structural changes (Table. 1).
Because in most cases indicators may give mixed assessment of investment activity, there is a need for its integrated assessment using two partial indicators:
1) tempo indicator - an index of the physical volume of investment in fixed assets by the organizations within the territory of rural settlement (excluding small businesses);
2) shower indicator - the amount of investment in fixed assets (except for budgetary funds) per 1 person.

Integration of surround capita and tempo indicator according to the formula multidimensional medium will give a comprehensive assessment of the current state of investment activity in rural areas. Standardization procedure will bring their values to private indicators comparable form, using the ratio of the numerical value of each particular indicator of rural settlement to the value of this parameter for the municipal area as a whole. [2, 54]
Level of investment activity of the rural settlement is determined by the formula:

Мi-го СП - integral level of investment activity of i-rural settlement, comparable to the average level of the municipal district adopted 1.00;
Itempo i-го СП - tempo indicator (volume index of investment in fixed assets of i-rural settlement);
Itempo МР - tempo indicator (volume index of investment in fixed assets of the municipal district);
Ishower i-го СП - shower surround indicator (investment in fixed assets (except for budgetary funds) i-th rural settlement based on 1 person;
Ishower МР - shower surround indicator (investment in fixed assets (except for budgetary funds) municipal area per 1 person;
3 - weights (weights) for both indicators, with an integral dimension of the investment activity of the weights of indicators are differentiated: a weighting factor of 2.0 is assigned tempo indicator, the weighting factor of 1.0 is assigned a per capita indicator.
For interpreting the results, we propose scale integrated assessment of the level of investment activity in rural areas (Table. 2).

Proposed by analytical tools for assessing investment activity in rural areas will reveal the functionality of local government in the formation of a favorable investment climate; develop a system of measures to improve the investment activity of subordinate territories with the release of promising areas of socio-economic and spatial development; ensure interaction of regional authorities, local authorities, business representatives, potential investors in making investment decisions based on multiple-choice, multicriteria evaluation of a number of patterns and trends.
