АннотацияВ статье охарактеризованы информационные электронные ресурсы, генерированные крупнейшей библиотекой Азиатской России - Государственной публичной научно-технической библиотеки Сибирского отделения Российской академии наук (ГПНТБ СО РАН) для информационного сопровождения региональных научных исследований. Представлена информация о библиографической базе данных «Научная Сибирика», включающей материалы по широкому спектру исследований за тридцатилетний период, а также о полнотекстовой базе данных «Научные мероприятия РАН», которые находятся на сайте библиотеки в свободном доступе и являются надежной информационной основой научных и научно-образовательных проектов, связанных с освоением территорий Арктики и Крайнего Севера.

INFORMATION E-PRODUCTS TO SUPPORT RESEARCH IN NORTHERN AND ARCTIC REGIONS

AbstractThe article describes informational electronic resources generated by the largest library of Asian Russia - the State Public Scientific Technological Library of the Siberian Branch of the Russian Academy of Sciences (SPSTL SB RAS) for informational support of regional scientific research. It presents the information on the bibliographic database "Scientific Siberia", which includes materials on a wide range of studies over a thirty-year period, as well as on the full-text database "Scientific events of the Russian Academy of Sciences", which are freely available on the library's website, and are a reliable information basis for scientific and scientific educational projects related to the development of the Arctic and the Far North.

Introduction
The Russian Federation President Decree no. 164 on 5 March, 2020 "On the foundations of the state policy of the Russian Federation in the Arctic for the period up to 2035" emphasizes the role of Arctic and northern regions to ensure special geostrategic and economic interests of the country. Polar regions have recently attracted attention of researchers deal with different scientific fields: ecologists, geologists, economists, engineers, etc. Comprehensive study of the wide northern territories is impossible without the proper information support. Information products as an integral part of scientific, educational and scientific activities accompany all stages of research - from the choice of a topic to the presentation of the results. Currently, sources of systematized information are databases (DBs), many of which are freely available on the Internet.
The State Public Scientific Technological Library of the Siberian Branch of the Russian Academy of Sciences (SPSTL SB RAS) is the state universal depository in Siberia and the information center of federal significance in Novosibirsk, its collections exceed 15 million units of storage. SPSTL SB RAS’ Department of Scientific Bibliography main objective is to select and systematize materials on various research directions. The specialists compile bibliographic and full-text DBs to meet users’ requirements. They present key information products for higher school students, post-graduates and teachers, researches and specialists. A special feature of the information products of generated by SPSTL SB RAS is compiling DBS of regional (Siberian-Far Eastern) resources, which is especially important for scientists and specialists investigating remote northern regions [2], [3]. The DBs cover a great variety of topics, and are free for users at the library site www.spsl.nsc.ru.
ResultsIn 2011 previously independent DBs according to a regional principle were merged into united DB “Scientific Sibirica” with large thematical sections: “Nature and natural resources of Siberia and the Far East”, “Problems of the North”, “History of Siberia and the Far East”, “Indigenous peoples of the North”, “Economy of Siberia and the Far North”, “Literature, arts of Siberia and the Far East”, “Science in Siberia and the Far East”, “Bibliographical aids on Siberia and the Far east”, “Sustainable development of nature and society”. Its volume is about 1,200,000 records on March, 2021. The DB “Scientific Sibirica” covers information about all aspects of environment and society development in Asian Russia, and all documents have geographical indices. DB is generated under Windows/IRBIS system control; the records comprise bibliographic descriptions, subject and geographical headings, abstracts. In addition, documents are currently supplied with DOI (if any), and hyperlinks to the article or book full texts (if they are freely available) [4].
The information array “Problems of the North” has included materials (above 301,000 records) on various aspects of developing Russian and foreign (European, Alaskan, Canadian) Far North since 1988. It covers biological, geological, geographical, ecological, geocryological, social-economic, medical-biologic problems of cold regions. The DB contains information without geographic frames, but rather important for exploration and exploitation practice in northern regions. It touches problems related to construction and design on permafrost, transport way development and mining under severe conditions, creation infrastructure for northern regions, technics and technologies cold regions, as well as human adaptation to extreme climate, watch regime of work. Besides lots of DB materials are devoted to effects of anthropogenic activity on the fragile Arctic environment, techniques and tools to recover northern ecosystems.
The information array “Indigenous Peoples of the North” was created in 2009 to ensure the information needs of researchers studying a broad range of the northern aboriginal people problems, and develop the programs to address them. It includes materials since 1988, and covers the following issues: origin, self-development and local government, ecological situation at territories of traditional nature management, traditional economy, crafts, demography, living standards, medical-biological topics, culture, language, traditional knowledge and beliefs.

The analytical tools of DB allow specialists to catty on bibliometric analysis on various topics urgent for the northern and Arctic regions: Carbon cycling in northern ecosystems; biodiversity of Northern Eurasia; atmospheric pollution in Siberia and the Far East; human adaptation under sever conditions; northern technology and engineering; the Arctic regional security, etc. [5], [6], [10].
The need to optimize information services for scientists and specialists based on modern computer technologies leads to the emergence of technologically new information products – full-text databases, which are the most popular e-products. The full-text DB “Scientific Conferences of the Russian Academy of Sciences” supplies user with full-text proceedings of scientific events held by the academic institutions with hyperlinks on their sites. The DB has amounted near 6,000 records since 2008. Hundreds of the conferences, congresses, and symposia are devoted to the Arctic and Northern region development. It’s impossible to enumerate all scientific events discussing the problems of cold regions, here we name only some events held in 2019-2020, and included in the DB: Russia and Canada: the Arctic giants (St. Petersburg, April 2019); Indigenous languages as a factor of sustainable development of the Arctic (Yakutsk, June 2019); Materials, technologies and equipment for the Arctic and Siberia development (Tomsk, September, 2019); Challenges for the Arctic region (Murmansk, May 2019); Geosystems of North-East Asia: the natural, natural resource, social and economic structures of territories (Vladivostok, April, 2019); The North and the Arctic in the new paradigm of world development (Apatity, April, 2020); Regional problems of development of the Far East of Russia and Arctic (Petropavlovsk-Kamchatsky, December, 2019), and others. The number of scientific events and their geography evidence the special attention of researchers and specialists to the Arctic development.
The information retrieval in DBs is possible on keywords from titles and annotations, authors, editors, compilers, geographical and subject headings, data and places of edition, publishing houses, languages, collectives of writes. Information collections of DBs are formed based on an obligatory copy of domestic literature and foreign publications incoming research institutions of the SB RAS, e-journals are used to discover additional foreign and domestic information.
ConclusionDBs of SPSTS SB RAS’ own generation are expedient differ from all existing DBs due to a wide range of scientific problems, a large spectrum of publication types, a huge territorial coverage, temporal frames. Databases are constantly updated, one can get fresh information for education, training and research at our site www.spsl.nsc.ru or receive on e-mail: onb@spsl.nsc.ru.
The presence of a source base is important, as it allows researching the problem at a high professional level, makes it possible to clarify the topic - to expand or, conversely, to concentrate efforts on a more in-depth study of individual aspects, to determine which issues have not been sufficiently studied, which may serve as a basis for changing scientific topic or its specification.
Besides the DB, the bibliographic index “Problems of the North” has been publishing since 1968 to nowadays. Information on studying the North for 1968-1988 is only in printed form as bibliographic indices. Materials for 1988-2017, are presented both in the DB and printed bibliographic indices, since 2017 bibliographic indices are issued only as electronic publication, and are open accessed at the library web site http://www.spsl.nsc.ru/professionalam/izdaniya-gpntb-so-ran/tekushhie-ukazateli-literatury-gpntb-so-ran/ (options “SPSTL SB RAS’ publications” – “Current bibliographic indices” – “Problems of the North”).
