SOCIAL WORK WITH YOUNG PEOPLE: A REGIONAL ASPECT

The article determines the features of youth as a socio-demographic group and presents its key social problems, which are the most relevant in modern society. The authors also analyze the trajectories of the state youth policy as well as summarize the experience of the “Youth Employment Assistance Center” (Tsentr sodeystviya zanyatosti molodyozhi) of the Ufa city District of the Republic of Bashkortostan in working with unemployed youth. The article also features an analysis of a sociological study on the study of the peculiarities of social work at the regional level in the context of the Youth Affairs Committee of the Ufa city district administration. The ways of solving social problems of youth are outlined.

The article deals with the problem of the legal foundations of the state social policy in relation to the disabled citizens in the Russian Federation. The author conducts an analysis of the main provisions of international documents (the UN Convention on the Rights of Persons with Disabilities), existing national legal documents related to the social protection of the category of citizens in question, special legislation. The study examines the state program “Dostupnaya sreda” (Accessible Environment) in the context of international law; it also identifies the shortcomings of the current legislative approach and the practice of its implementation in the field of social protection of persons with disabilities and suggests ways to improve public policy in this area.

ON THE METHOD OF PAIRED COMPARISONS IN THE ASSESSMENT OF TEACHERS’ PROFESSIONAL DEFICITS

The article discusses the experience of developing a sociological survey tool based on the method of paired comparisons and processing the results obtained. This toolkit was used within the framework of the project “A Comprehensive Study of Professional Deficits and Difficulties of Teachers of Krasnoyarsk Krai”. As a result of the survey, the teachers of Krasnoyarsk Krai shared their feedback on those professional competencies that they consider more difficult or deficient. This made it possible to determine the ranks of professional deficits of teachers of the regional education system, differences in professional deficits of different age and gender groups of teachers and to identify profiles by professional deficits. This allows the authors to confirm the applicability of using the method of paired comparisons to assess professional deficits not only of teachers or in the field of education, but also to assess deficits and difficulties of other professional groups, types of economic activity, and employees of individual organizations.

The development of computerization and Internetization contributed to the expansion of opportunities for the use of digital technologies. With the skillful and timely introduction of innovations in this area, each enterprise can become a leader or at least ensure its competitiveness and stable position in the market. At the same time, the ongoing transformations, while improving the technical and economic subsystems of enterprises, often also destroy the socio-psychological ones. Digitalization expands the capabilities of enterprises and specialists. They become more free and independent in their decisions, take part in project and virtual teams in accordance with their interests, can constantly switch in their activities from one job to another, become more mobile and flexible in their decisions. However, this leads to a loss of trust, responsibility to each other, lack of joint experiences, which is everything that indicates a team. The consequence is an increase in the situation of uncertainty, disorder, which destroys the foundations of institutionalization, order and security.

The article determines the role of career development and vocational guidance specialists in expanding the employment opportunities of graduates in Rwanda. The purpose of the study is to substantiate the mechanism of ensuring the competitiveness of graduates of vocational education in the labor market due to the self-effectiveness of specialists in vocational guidance and growth. The article presents a mechanism for coordinating the achievement of student career goals with the participation of such specialists as well as with the participation of parents, potential employers and educational institutions. The study determines the institutional foundations for the formation of vocational guidance and growth specialists in order to increase the attractiveness of graduates in the labor market in Rwanda as a developing country. The article uses primary data sources as well as a survey method for 9 career growth and career guidance specialists using in-depth descriptive interviews in the period from 2018 to 2021. The research is based on the theory of structural functionalism by Talcott Parsons. The results demonstrate that the innovative approach of Rwanda with the training of the specialists under study makes up for the lack of specialized consultants to increase the competitiveness of graduates of technical and vocational education and training in Rwanda.

THE ROLE OF STAKEHOLDERS IN THE DEVELOPMENT OF PROFESSIONAL SKILLS OF GRADUATES OF TECHNICAL AND VOCATIONAL EDUCATION AND TRAINING

The study discusses the processes of forming an institutional framework for attracting stakeholders that ensures the employment of graduates of technical and vocational education and training in Rwanda (TVET). The purpose of the study is to develop a mechanism for involving stakeholders in the formation of graduate skills necessary for work, as well as a mechanism for ensuring successful competition in the labor market. The research poses the following questions: 1.What is the nature and purpose of stakeholder participation? 2.What is the mechanism for involving stakeholders in TVET? 3. What existing scientific approaches can be used as a basis for developing a mechanism for involving stakeholders?

It is established that in order to meet the requirements of employers, the government needs to support the participation of stakeholders.

The study was based on the positional conflict theory (Brown et al., 2003) and the theory of overlapping spheres of influence (Joyce Epstein, 1987).

The results show a positive contribution of the involvement of stakeholders in the employment of TVET graduates in Rwanda. However, there is a gap in the approach and the process of involving stakeholders.

The scientific novelty lies in the fact that the theory of positional conflict (Brown, 2003) and the theory of overlapping spheres of influence (Joyce Epstein, 1987) are proposed as a methodological basis for the formation of an effective mechanism of involvement. The participation of stakeholders in career guidance and counseling of future TVET graduates improves their employment opportunities.

For decades, education, especially in Africa, has focused on providing office jobs, which, according to scientists, are not so important for industrial growth and are inaccessible to the poor majority. Nevertheless, it was then that the much-needed and affordable technical and vocational education and training was introduced. The aim of this study is to understand the key elements of the availability of TVET and its impact on the quality of admission and the effectiveness of graduates in Rwanda. The study uses the desk review method to analyze data and theories that can explain new trends. The study is also based on the “Community of practice” put forward by E. Wenger. The authors conclude that the strategy of accessibility of TVET affected graduates in terms of the quality of admission to educational institutions and their effectiveness.

The article examines the prerequisites for the use of social control as a mechanism to combat the pandemic. The authors present the results of a public opinion study by Russian Public Opinion Research Center, FOM (Fond “Obshchestvennoe mnenie), ROMIR and GALLUP INTERNATIONAL, showing the ambiguity of public perception of new norms and sanctions used within the framework of state control. The study analyzes the specifics of social control in the conditions of a pandemic, identifies the factors influencing the formation of an effective system of social control in the fight against the pandemic, as well as the conditions for its effective implementation, it also notes the advantages of implementing social control. The authors also formulate a conclusion about the insufficient development of the social control system as a mechanism for combating the pandemic in Russia.

ADVERTISING USING INFORMATION AND COMMUNICATION TECHNOLOGIES AIMED AT OVERCOMING MANIFESTATIONS OF VIOLENCE AND HARASSMENT AS A TYPE OF SOCIAL ADVERTISING

The current article aims to discuss the following aspects of the problem: the place of social advertising, which purpose is overcoming violence in the system of social advertising; the constituent entities of the impact of social advertising that focuses on overcoming violence; the purpose of exposure of this type of social advertising; the phenomena that are to overcome with such type of advertising (violence, harassment, and other harmful and dangerous activities); the means by which the impact is actualized; the expectations and the results of the impact of this form of advertising on the behaviour of subjects.

It is possible that these aspects represent only an incomplete list of areas in which it is necessary to investigate this type of social advertising. However, they seem to be sufficient enough to get a general overview, taking into account the fact that their examination is limited to the scope of this article.

In this paper, the opinion that there is no such type of advertising as social advertising aimed at overcoming violence, cruelty, and harassment is refuted on the basis of specific examples confirming that this type of advertising does take place and should have an equal position with any other types of advertisements in the structure of social advertising.

DEMOGRAPHIC ASPECTS OF PENSION REFORM IN RUSSIA

The current article discusses the reasons and consequences of the implementation of the pension reform in the Russian federation. The government of the Russian Federation explained the necessity in raising the retirement age, primarily based on demographic aspects: due to an increase in life expectancy and a decrease in the birth rate in Russia, there is an increase in the number of pensioners, which leads to an increase in the demographic burden on the working population and the state budget [5]. As a result, the article examines the problem of increasing the retirement age through the analysis of the birth rate, aging, and morbidity of the Russian population. Lastly, the article finds that for the successful implementation of the pension reform in the Russian Federation, it is necessary to improve the demographic situation, otherwise raising the retirement age in the current conditions will lead to a reduction in the working-age population and its labor productivity along with the development of the shadow economy.

A STUDY OF INTERNAL COMMUNICATIONS IN AN ORGANIZATION

The issues of building an effective system of intra-organizational communications are the subject of the publication discourse of today’s scientific authors. The role of these communications is difficult to overestimate since the adoption of effective decisions in an organization often depends the stability of the internal communication system.

The article presents the results of a study of intra-organizational communications based on a Russian organization and assesses the impact of this factor on the level of employee satisfaction. The development of the topic of intra-organizational communications to ensure high-quality production processes and high employee satisfaction requires close attention of management on the organization and filling of vertical and horizontal communication flows: between the head of the organization and Its employees (personal meetings, blogging, briefings, etc.), between the head of the department and employees (personal communication), between employees of departments. Regular monitoring of these processes is important for understanding the direction of social change, maintaining the specified characteristics of the corporate culture, and generally fulfilling the mission of the organization.
