ON THE MATTER OF SOCIAL PREVENTION OF DOMESTIC VIOLENCE UNDER CURRENT CONDITIONS

The article considers the distinctive features of domestic violence as a social phenomenon. The authors analyze the problems of preventing domestic violence, its causes, and justifies the essence of this notion. The article describes the forms and methods of measures implemented by social services and necessary to prevent domestic violence. Innovative forms of social work with families are considered. The article gives the results of a survey conducted among the specialists of the family service, presenting their attitude and awareness on the issues of domestic violence and its prevention. The problems of implementing preventative measures by family services are characterized. The author suggests ways of perfecting social work in family services to increase the efficiency of domestic violence prevention.

RUSSIAN THESES ON THE DOMESTIC VIOLENCE (1999-2019): BIBLIOMETRIC ANALYSIS

The article gives the results of bibliometric analysis of Russian doctoral theses on the domestic violence which were defenced in Russia and approved by the Higher Attestation Commission in 1999-2019. The article justifies the necessity of the analysis as the first step of systematizing knowledge, the way to get to know the problem.

The purpose of the research was to define the structure and the dynamics of Russian theses on domestic violence using the methods of bibliometric analysis. The search engine of the Russian State Library e-catalogue was used for this selection. The selection was conducted through the content analysis method. We selected 45 theses entirely focused on researching domestic violence, and 26 theses partially focused on this topic. The selected data set was the target of the follow-up research which resulted in the characteristics of sectoral distribution, geography, and the dynamics of Russian theses on domestic violence.

The attained results can be used for further scientific research on domestic violence and for the scientometric research focused on indicating the evolution of Russian scientific research on this subject.

TWO POINTS OF VIEW ON THE “UNRESOLVED CONTRADICTION” (EXPERT’S REVIEW OF THE OSSETIAN-INGUSH CONFLICT)

Inter-ethnic relations in a polystructural society are an object of constant research, since the social climate in our society depends on them. The Republic of North Ossetia is a region, where inter-ethnic interactions are very intense. Unfortunately, the Republic has experienced not only of positive, but also of tragic inter-ethnic interactions. Meanwhile, due to the ethnic kaleidoscope of the North Caucasus, the state of the inter-ethnic relations in the region is basically the foundation on which the entire complex of living space is being built and developed. Whether the life situation of the ethnic groups is favourable or not is dependant on the state of these relations. The author analyzes many research and publicistic works on the topic of the Ossetian-Ingush conflict and concludes that the problem has been thoroughly studied. The history of the relationship between the two ethnic groups, the background and causes of the acute phase of the conflict between them, the forms and the methods of resolving the confrontation are widely presented in the works of the Republican and Russian scientists. Meanwhile, there are practically no works based on the empirical data – mass sociological surveys and expert’s reviews. These very methods are able to give an unbiased evaluation of the situation and determine the proneness to conflict or appeasement of the ethnic group. As a result, for an adequate review of the situation of inter-ethnic interaction in the region, it is necessary to periodically monitor the relationship between these two ethnic groups.

The purpose of the research was to conduct an expert survey to identify the potential of society to resolve the ethnic conflict between two ethnic groups. In this article, the author shows different points of view of those experts who hold moderate views on the forms and methods of the conflict resolution. Nevertheless, despite moderatism and a systematic approach to the causes of the conflict, the experts’ responses were not entirely unbiased.

According to the results of an expert survey, there is no potential for resolving the Ossetian-Ingush conflict, since the main contradiction which is the conflict’ reason remains unresolved. It is the ambiguous status of the part of the North Ossetian territory (the Suburban district of the Republic of North Ossetia-Alania). It is possible to resolve this contradiction peacefully only if the attitude towards the most crucial contradiction changes, and the counterparties will be able to find the ability to get rid of their stereotypes and begin effective co-operation.

ON FIRE SAFETY ON THE TERRITORY OF THE REPUBLIC OF SAKHA (YAKUTIA)

The article provides the analysis of ignition causes according to the statistics from the Central Administration of the Ministry of the Russian Federation for Affairs for Civil Defence, Emergencies and Elimination of Consequences of Natural Disasters in the Republic of Sakha (Yakutia) for 2017 on the territory of the Republic of Sakha (Yakutia), including the city district of Yakutsk. The paper presents the analysis of ignition causes and the comparison of the general trend of fire safety in the Republic of Sakha (Yakutia) and the Russian Federation in a ratio based on the number of fires that occurred and the amount of direct damage from them. It also provides general conclusions and recommendations on how to increase the efficiency of professional competence of the population and specialists in the field of fire safety, improve control and monitoring, as well as surveillance activities and equip fire departments with necessary firearms and facilities.

SOCIAL CONSEQUENCES OF THE DISTRIBUTION OF INFORMATION TECHNOLOGIES: COMMUNICATION, CONTENT, INTERPRETATION

Information technology and its distribution has become one of the features of the modern information society. On the one hand, the opportunities for distributing and receiving information have expanded and are now more accessible, but on the other hand, the majority of users, including young people, are “drowning” in this ocean of information. They are unable to separate that part of the information, which is necessary to enrich their knowledge and form their intellectual potential, from the unnecessary part. It is aggravated by the lack of understanding of the majority of young people of the role of information technology in the development of professionalism, and hence – success in their future careers and at the labour market against the background of the growing environmental uncertainty. Therefore, a significant part of the students surveyed at the universities of Volgograd use the Internet to communicate or search for entertainment options, order tickets, make inquiries, perform payments, etc. This gradually leads to an increase in inequality in modern society, based on the criterion of information technology among other things.

CONSTRUCTION OF A MULTI-FACTOR MODEL OF THE STUDENTS’ ACADEMIC PERFORMANCE

The aim of the study is to evaluate the results of the national college entrance exam as an indicator of the level of knowledge of applicants, as well as to identify factors that project the performance of freshmen at universities. The study used the methods of selection of explanatory variables: the exclusion of quasi-constant variables, the method of analysis of the matrix of correlation coefficients, the procedure for eliminating a posteriori, Chow test for entering simulation variables. The main information source for the study was the data of the intra-university Information System of Almetyevsk State Oil Institute.

The main results of the study are as follows:

– The type of relationship between student performance and factors is identified;

– The best set of explanatory variables for predicting student performance is determined;

– With the help of the Chow test, it was found that the quality of private regression models exceeds the quality of the general regression model.

BURNOUT OF UNIVERSITY TEACHERS: WAYS OF IDENTIFICATION AND PREVENTION

The article explores the problem of burnout among university teachers. It is shown that the professional activity of university teachers is characterized by high responsibility and great communicative and emotional involvement into the educational process, which requires high emotional stability and endurance. These features can cause burnout. It is concluded that it is necessary to take measures to prevent burnout among educational staff and it is emphasized that such measures should be based on the assessment of the situation, identification of primary signs and symptoms of burnout.

The article presents the results of a survey of faculty members, the purpose of which was to identify the presence of signs of emotional burnout among the teachers and their attitude to possible strategies for prevention. A questionnaire was necessary due to the practical significance of the burnout detection, as it affects professional self-fulfillment of teachers and the quality of teaching. The results will contribute to the development of ways to overcome burnout among teachers.

SOCIAL MECHANISMS OF ECONOMIC DEVELOPMENT OF THE VOLGOGRAD REGION: AGENT-BASED INTERPRETATIONS AND SIMULATIONS OF ONE’S WELL-BEING

The article tests the idea that changes occurring in the social mechanism of economic development at the macro level are not obvious, but rather latent. Therefore, guided by the views of R. Merton, P. Hedstrom, D. Coleman, R. Svedberg, which explain the General changes by micro-level problems, the paper considers the role of representations, desires and actions of individual agents in the simulation of such a socio-economic phenomenon as the welfare of the population.

The article presents the results of a sociological study conducted in 2018 in Volgograd and Volzhsky. The population’s imitation of their well-being was revealed using such indicators as: life satisfaction; confidence in their future; the level of material prosperity; characteristics of consumer behavior; assessment of living standards; changes in well-being over the past five years; the economic situation of Russia through the eyes of the regional population; self-identification with a certain social layer of the stratification pyramid by income. VIET NAM’S INNOVATION POLICY FOR CAPACITY DEVELOPMENT OF OFFICIALS IN ETHNIC MINORITY AREAS IN THE PERIOD OF 2021-2030

What are the elements and innovation policies through the Vietnamese government to develop the capacity of officials in ethnic minority areas? The goal of this study is to focus on two factors being considered particularly critical: 1) commitments of political leaders to the objectives of capacity development of officials in ethnic minority areas, and 2) institutionalization means to more effectively implement innovation policies to develop capacity of officials in ethnic minority areas. Based on theoretical research methods, by qualitative methods, the article contains discussions focusing on government innovation policy for more effective penetration of government’s commitment into the bureaucracy and the corresponding reforms that the bureaucracy introduced in the form of new organizations, new competencies, and new mode of operations. From which to create a legal framework for developing officials’ capacity in ethnic minority areas. This study also makes its attempt to explain why this same administrative system started to manifest increasingly more serious limitations as the country approached a new goal and how the Vietnamese government tried to restructure its administrative system to adapt to this new mission environment. To achieve this goal, the paper addresses some of the following points: 1) Clarifying the concepts and nature of innovation policies to improve the capacity of officials in ethnic minority areas; 2) Scheming framework for the capacity to innovate and promote socio-economic growth in ethnic minority areas; 3) Proposing innovation policies to improve the capacity of officials in ethnic minority areas in the period of 2020-2030.

PERSONAL RESOURCES AS BASIS OF HEALTH-SAVING BEHAVIOR OF MODERN RUSSIAN URBAN POPULATION

The health of the population in the Russian Federation is becoming an urgent topic for study in order to develop the programs to strengthen it since this is an element of human capital. There are lots of factors affecting health, both supporting and weakening ones. The paper discusses the internal and external resources of the individual, creating the conditions for health-preserving activity. Physical and mental health is a basic resource for maintaining health. A sociological survey conducted by the survey method in Volgograd showed that half of the respondents believe that they are in good health and can use material, cognitive, and cultural resources to save it. 40.0% of respondents do not use material resources, despite the existing knowledge about the need for physical activity, due to their absence. Only 2.0% of respondents regularly use material resources. A culture of working conditions and management attitudes toward employees work only for a third of those surveyed.

The object of this study is to actualize the problem of “human improvement” from ethical point of view and through the technological growth of human abilities (“technological enhancement”), and the associated necessity for legal support in terms of human security in the field of scientific and technological development. The subject of the article is the analysis of the positive and negative impacts on humans of modern high-energy technology and high technology, ensuring the information and psychological (psychophysical) safety of a person, as well as legal support, which is stated in the article as “determining the legal status of a person included into the created neuro-cybernetic systems based on digital information amplification technologies, physical and mental protection of a person.” The real object considered in the article is the creation and activity of “a person: a category of bio/socio/technological personality” and the legal status of this object. The methodology of this study is based on the research of “artificial changes in human behavioral reactions, restrictions on the freedom of expression as a result of the use of high-energy technology and high technology.” The author attempts to give a definition of the object “a person: a category of bio/socio/technological personality,” it is proposed to evaluate the prospects of techno-scientific improvement of a person. As a result of the study, problematic issues related to the lack of legislation in the field of information and psychological (psychophysical) human security were identified. The author concludes that it is necessary to develop an effective legal mechanism to ensure information and psychological (psychophysical) human security and introduce new criminal offenses into the criminal legislation of the Russian Federation, and make amendments to the legislation on the state civil service. Scientific novelty is associated with the study of legal problems in the field of research and development on techno-scientific “improvement” of a person with techniques and technologies that affect the person’s consciousness (subconscious) and behavior, while it is proposed to develop forensic research techniques and forensic investigation techniques for individual types of crimes with regard to the algorithm described by the author aimed at creating the object of “a person: a category of bio/socio/technological personality.”

The reasons for the lack of qualified management personnel are identified as well as the factors that determine the need for continuous improvement of the qualification potential of employees. The author adjusted the concept and the main signs of the life cycle of the qualification potential and analyzed the main stages of the life cycle of the qualification potential. The paper compares national occupational standards in several countries, as well as their qualifications frameworks. The main directions of the work of the Government of the Russian Federation to create an effective national qualifications system are outlined in this work.
