“NEW DRUGS” AS INTERDISCIPLINARY RESEARCH PROBLEM

The appearance on the market of “new potentially dangerous psychoactive substances” is noted both in Russia and abroad. It is due to new technologies (“designer production” of chemicals), as well as a need to bypass drug policy focused on the criminalization of drug trafficking. Due to its latency, the consumption of “new drugs” is not sufficiently studied. In the article, this process is viewed as a destructive interaction between “demand” and “supply” at the micro and macro level of the social system. Demand is conditioned by the need of a person for discrete intoxication, and the offer is due to the active and diverse promotion of the product to the consumer. The article analyzes the results of surveys of conventional “experts” from different communities. The difficulties in counteracting this dysfunction of the social system due to its multifactor character are shown. A conclusion is drawn about a more vivid character of the initiation and provocation of new potentially dangerous psychoactive substances among “newcomers” who are prone to experimentation in comparison with experienced drug users.

INTERNATIONAL MIGRATION IN TRANSBOUNDARY REGION

The necessity of attracting additional labor to a transboundary region is substantiated in the paper. The benefits and costs of attracting international labor migrants in the region are presented on the basis of the methodology for assessing their effectiveness and statistical data. The productivity of labor of foreign workers has been substantiated, the inexpediency of sharp reduction of quotas for qualified foreign labor and the increase in the number of migrant workers under the patent have been revealed. A high correlation was found between the growth in the number of foreign workers and the construction sites put into operation.

The article presents the analysis of the problems of control and supervisory activities and preventive work of the Main Directorate of the Ministry of Emergencies of the Murmansk region with respect to matters of fire safety. Within the framework of implementing the safety culture program, the recommendations proposed in the article will help specialists to develop a plan for risk assessment at socially significant objects in the region. It is shown that the program of inspections adapted to the social and economic situation will allow the business community to form a positive attitude to the supervisory bodies.

The features of pre-revolutionary, Soviet and post-Soviet sociology, and possible directions of its development are analyzed in the paper. The ethical and sociological and positivistic trends in pre-revolutionary sociology are considered. It is emphasized that the revolution that took place in October 1917 led to the destruction of the Russian sociology. The attention is drawn to the interaction of Russian sociology with world sociological thought. The importance of national, local themes in the development of Russian sociology is highlighted. It is concluded that only after realizing the unity of the universal and national themes, the organic, creative, independent development of Russian sociology is possible.

Human resources are incredibly necessary for Arctic development. According to experts’ opinions, there must be at least 7-8 million residents who are engaged in high-tech production activities or related sphere workers for providing development of the North. Having analyzed the quantity of population in these areas over the past 10 years it can be seen that the number of residents is constantly declining.
The purpose of carried out sociological survey was to determine the main reasons for the departure of the young generation from the region. The research was conducted in the Arkhangelsk region which population is over than 1 million 165 thousand people.

SYMBIOSIS OF CONJUNCTIVE AND CRITICAL ATTITUDES IN SOCIOLOGICAL EVALUATION OF HIGHER EDUCATION

The education and, in particular, higher/university education is considerred as an activity in accordance with the principles of the analytical program in philosophy. This kind of understanding of education is the implementation of a critical attitude, an immanent philosophy of language, traditionally sensitive not only to the subject, but also to the ways of its consideration and description. However, the potentia of self-censorship inherent in the critical method does not guarantee immunity against the intrusion of negative “value” attitudes, one of the resulting forms of which in social and humanitarian knowledge is the conjuncture. Thus, a kind of symbiosis appears, more precisely, the worst and least definite form of it, commensalism of the critical and opportunistic attitudes of sociology, seeming among other things representing the form of the immanent self-reflection of society. The destructive nature of the opportunistic/adaptive attitude in sociology, which turns it into an apology for the existing order of things, is determined by the “deliberate mistake”, the intention to adapt to the order of the environment, and not to change them, whereas critical consciousness can afford only an “honest delusion” about the equality of the real and which, however, does not make the methodological ideal of the “natural sciences” more accessible to the “sciences of culture”.

The paper is devoted to the study of the topical issue, its trends in recent years. Its subject, a vocational training, is a social phenomenon. As for today there is no clearly developed concept, although the socializing approach to the study of social education still dominates. It is considered in the conceptual plan, refines the thesaurus, the theoretical justification of the new phenomenon, the practical solution of the question posed. This article attempts to consider the response in the writings of researchers who called for studying social education in the system of modern societies. However, the results of the study confirmed the absence of more adequate real conditions for the development of theories and methodologies. This is due to the study of this topic.

The resource aspect of a problem of effective functioning of an organization under the conditions of the market is considered in the article. The content of the functions of personnel service of a transnational corporation for the production of confectionery products in Russia is disclosed on specific examples. A multistage technology of personnel selection is described while training and adaptive functions of trainings are revealed as well as their role in the development of professional qualities of employees. Attention is drawn to the necessity for annual monitoring of motivation, as well as transparency of motivational schemes in the field of labour remuneration. The importance of personnel service in the formation and implementation of an integrated competitive system of employee motivation is emphasized.

Abstract
This paper is aimed at revealing the interpretation of the image of a typical representative of the elder generation of the modern post-industrial informational age. In particular, a comparative analysis of the behavior of elderly people with the western and eastern types of mentality, which are characterised by a certain set of stereotypes and prejudices. As a result of the social reality transformation, antagonistic attitudes among adherents of Soviet ideology that make up the bulk of the older generation are observed everywhere, and it is therefore necessary to form a holistic view of the image of the modern elderly person.

STOLYPIN RFORM IN THE LIGHT OF THE SOCIO-CULTURAL CODE OF THE RUSSIAN PERSON

The article considers the question of the feasibility of the so-called “Stolypin Reform” in a predominantly agrarian Russia at the beginning of the twentieth century. The analysis was carried out from the point of view of the conformity of the agrarian component of the reform (with regard to the transformation of the communal world order into the farm world order) to the socio-cultural code of the Russian peasant. Statistical data on individual peasants who were finally separated from the community and the results of a long-term study of the psychotypes of young people in the USSR, Russia and the USA are compared. The comparison shows that the number of peasant farms allocated for plots of land constitutes the same proportion of the total number of peasant farms as the number of “individualists” according to the results of testing in the USSR and Russia. The conclusion is made that the very principle of reform does not correspond to the socio-cultural code of the Russian peasant.
