CONSEQUENCES OF MEXICO PARTICIPATION IN NAFTA

The article presents the characteristic features of Mexico interaction with the NAFTA partner countries. The opinions of authoritative experts on the issue of cooperation within the framework of this association are noted. Based on the analysis of relations, the significant consequences of Mexico participation in NAFTA in social and economic spheres are highlighted. Particular attention is paid to the social component of the consequences due to the practical lack of research in this field. The conclusions given in the article can be used to develop mechanisms for joint interstate cooperation in similar asymmetric associations.

This text contains statistical data. The problem of the population group called NEETs, and the degree of its influence on the European economy is noted. It is concluded that in the current situation, the formation and implementation of youth policy initiatives deserve increased attention.

STRENGTHENING ELECTIVE DEMOCRATIC FORM OF GOVERNING

One of the main principles for strengthening democratic governing is the identification and selection of senior officials and the assessment of their actual and virtual activities level. This principle is implemented (along with the existing expert and coordinating councils) by an information and analytical structure – the Agency (Department) for improving management effectiveness (AIME). This Agency implements digital technologies, computer equipment in its work, as well as chromosomal-genetic, frequency-resonance and other investigation methods. Testing of managers is also used. It is recommended to increase the effectiveness of education and upbringing.

A public opinion is one of the important components of a political system, affecting its legitimacy. The paper is aimed at revealing the essence and a structure of a public opinion. One of the most striking topics in the modern South Korean foreign policy is the strong emphasis on the desire to achieve the status of an “advanced nation” on the international arena, embodied in the topical slogan “Global Korea”. Interacting with the discourse of globalization, this concept provided Korea with an interpretative framework for discussing its national identity and global position. The historical experience of Korea as a backward nation was the basis for the goal of becoming a leading nation. Thus, the discourse practice of Global Korea is not just a starting point in the foreign policy of the modern Republic of Korea, but also a key factor in the Korean national identity.

CROWDSOURCING AND PUBLIC RELATIONS AS THE FACTOR OF PUBLIC POLICY DEVELOPMENT IN RUSSIAN AND WORLD PRACTICE AT PRESENT STAGE

This article examines the problem of the relationship between crowdsourcing and public relations in the context of modern public policy development.

Thanks to the research conducted by A.A.Ukhtomsky and I.L.Vikentiev, the article clarifies the features of public behavior on the example of performance art, which must be taken into account in the process of public policy implementation.

The author comes to the conclusion that crowdsourcing as a global political technology and public relations as a science have become important factors in the development of modern public policy. They give it new qualities associated with global communication, destroy traditional boundaries of understanding each other’s actors and create the conditions for the multi-variance of decisions that bring it (public policy) to a completely different level of development.

CONTENT ANALYSIS OF PUBLICATIONS IN THE YAKUT INTERNET MEDIA ON THE TOPIC OF “RALLIES AGAINST CORRUPTION IN RUSSIA”

The article presents the results of content analysis for the purpose of studying the publications in the Yakut Internet media on the topic of “Rallies against Corruption in Russia.” 8 of the largest Yakut news websites were selected, including 3 state and 5 independent websites. The time interval for conducting content analysis encompasses March 2, 2017 – May 7, 2017. It was a period of active rallies throughout Russia. In total, 82 publications in the Yakut Internet media were selected and analyzed, 1113 mentions were found. It is revealed that the Yakut Internet media basically keep a neutral stance regarding the coverage of rallies against corruption; they represent both Russian news and regional news. The topic of the rallies turned out to be relevant among the users of the Yakut Internet media and caused discussions in the comments under publications.

COMPARISON OF RUSSIA’S AND THE US FORCES IN ASEAN

ASEAN is an association of states with a population of more than 626 million people and GDP growth of 5.4% [16]. South-East Asia is a region where countries have their own values and a common point of view concerning the implementation of the concept of good-neighborliness. This region was one of the few where Russia and the US fought for the realization of their interests. The economic potential of this region is significant for the Russian military market. Russia and the United States are looking for new opportunities to develop their bilateral cooperation with each country in South-East Asia in terms of both defense and technology. Russian nuclear technology not only represents economic value for Russia, but is also one of the directions of Russia’s foreign policy aimed at helping the region, as well as new polar countries to gain self-sufficiency. The stronger the state power is the sooner the balance of power is created, where each country will control another one, respect the presence and interests of other states.

Intensive policy of Russia and the United States in Southeast Asia can be characterized by broad activities and cooperation of both countries with the ASEAN countries, both on bilateral basis and in the context of regional cooperation. Intensive politics and cooperation have become a certain parameter of intimacy and relations between the countries and have acquired an important role of the state in the region. Next, there will be a comparison of the number, type and effectiveness of programs for cooperation between Russia and the United States with the ASEAN countries. If there is such a comparison, the interest of both countries in ASEAN will be known.

A state administration should become more flexible, interact with social and business structures, in order to solve social problems, create opportunities, and strengthen the institutions aimed at the development of a city and a society as a whole. The policy aimed at the satisfaction of the interests of the stakeholders of a territory, namely: population, business structures, investors, visitors can lead to conflicts. In terms of promoting a territory, governments should set the goal on achieving a synergistic effect, by satisfying the interests of several stakeholders, interacting with different stakeholders.

In this article, the author singles out the main features of the information and communication component of ideological concepts of “harmonious society,” “Chinese dream,” “one belt and one path” of the top leadership of the PRC within the ideology of “socialism with the Chinese characteristics” with the help of semantic analysis. The role of ideology in contemporary political discourse of China is studied; its facets are singled out.

The author comes to the conclusion that semantic analysis of the concepts of “harmonious society,” “Chinese dream,” “one belt and one path” demonstrate a connection between the political strategy and the information and communication components of these concepts, conditioned by the peculiarities of the Chinese language.

STRATEGY OF KEEPING POLITICAL LEADER’S ACCOUNT (ON THE EXAMPLE OF PROFILES OF PARLIAMENTARY PARTIES LEADERS IN SOCIAL NETWORK “VKONTAKTE”)

Nowadays social networks are able to gather an audience comparable to the audience of the traditional media. That is why it is impossible to neglect this channel of communication for a political leader. Many political forces use social networks for the purpose of propaganda and informational influence on the population. As a concept that describes quantitative and qualitative characteristics and the direction of the development of a politician’s account, the authors offer to use the term “account management strategy.” The paper discusses the strategies for keeping the accounts of the leaders of the four parliamentary parties of the Russian Federation and namely Dmitry Medvedev, Gennady Zyuganov, Vladimir Zhirinovsky, Sergei Mironov in the social network “VKontakte.” We conducted comparative analysis of these accounts on such criteria as content, audience coverage and involvement. The aim of the work is to find the most efficient strategy for keeping an account of a political leader in the social network “Vkontakte.”

POLITICAL DIALOGUE IN TERMS OF “EXTENDED BIPOLARITY”

The article considers a possible way of international relations’ development. The authors believe that since the collapse of the bipolar world, which existed in the times of the Cold War, no solid system of international relations has been formed. The tentative unipolarity with the USA at the head cannot guarantee the world community long-term security. At the same time a true multipolar world can hardly be formed in the near future, as no country alone is capable of competing with the American leverage. The article suggests a hypothesis that new centers of power made up of several states will be formed around common ideologies or political and economic interests. These might once again divide countries into two competing camps, forging the so-called “extended bipolarity”. The role of Russia in the new system is yet to be defined.

In order to reach all of these goals, the “third sector” has to be numerous and stable. However, NPOs in Nizhnekamsk have not yet reached this state. So far, this sector is small and local. Its volunteer base is being formed. The main positive aspects of NPOs in Nizhnekamsk are trust-based relations of NPOs with municipal authorities and the potential of organisations for further development.

FOOD SECURITY POLICY IN ANTIQUE ERA: HISTORIC AND PHILOSOPHICAL ASPECTS

The aim of the article is to examine food security policy in antique era. Historical and philosophical examples (taken from the biography of the nomarch of Antilopium noma “Ameni,” the ideal state of Plato, the Bread Laws of Kherson Tavrichesky and the institution of slavery at the model villa of Marc Porcia Catonis), illustrate that such policy was carried out in ancient states. As a result of comparative analysis, the author, one of the first ones in domestic and foreign literature, shows how the controlling body supported socially vulnerable categories of citizens by means of distributing grain and bread. It intensified agriculture, which helped to avoid hunger and stimulate employment. Trade duties were abolished while the import and export of certain kinds of goods were simultaneously banned. Trade and economic blockades were practiced, as the first attempts of food isolation in history.
