The article deals with the current geopolitical situation and the aspects of the development of geopolitical strategies of states in the context of globalization. The authors of the article pay attention to the changing situation in the international arena in the context of the coronavirus pandemic and make an attempt to predict the further development of society. The purpose of this study is to identify the aspects of the formation of geostrategic plans of modern states in the context of changing political realities.

Research methods include structural-functional and systemic. These methods allowed for examining the specifics of modern world politics, the structure, and functions of political actors at the level of international relations. The practical significance of the research lies in the possibility of using the results at humanities seminars in higher educational institutions, and in the future when making recommendations for both federal and regional authorities.

SMART CITY: THREE QUESTIONS FROM POLITICAL SCIENTISTS

The article features an original type of study: an adapted version of a multi-author monograph. Each section of the article is at the same time an independent study performed using an original methodology and source base and, at the same time, a link dedicated to a common goal – to highlight the topic of the “Smart City” through the formulation of problematic issues that are easily overlooked when looking at the object exclusively through the lens of any specific discipline. Unfortunately, the implementation of projects of such scale does not always follow the planned trajectory due to a number of technical or conceptual problems that require comprehensive research and solutions, and it is precisely the importance for the future development of mankind that determines the choice of this direction. In their essence, the three sections of the article are inconvenient questions designed to implement the principle of reasonable doubt, which is key for modern science. The study summarizes the provisions of political philosophy, political psychology, law, economics, and management science in a meaningful and methodological way, in addition, the authors offer specific practical recommendations for adapting the concept of a “Smart City” in the context of Russian economic and socio-political reality.

COMMONWEALTH OF INDEPENDENT STATES FREE TRADE AREA: PROBLEMS AND PROSPECTS

Currently, there is a tendency to increase the role of regionalization processes in the sphere of international relations. In this regard, the former republics of the USSR need to create an organization whose goal will be socioeconomic development and promotion of economic relations between the participating countries. Thus, the 2011 Free Trade Area Agreement was signed. Today, CIS FTA is a classic mechanism for building mutually beneficial relations with foreign trade partners while gradually becoming more and more a full-fledged trade and economic agreement.

The article examines the current problems of the functioning of CIS Free Trade Area. In particular, the author of the article analyzes the weaknesses of the FTA Agreement of 2011, the fundamental and regulatory legal regime within the framework of the Free Trade Area between the former USSR countries. The author defines the specifics of the impact of the crisis in the relations between Russia and the West on the implementation of the CIS FTA and, in part, addresses the issue of trade restrictions in Russia’s relations with Ukraine and Moldova. In addition, the article presents the prospects for further development and deepening of the CIS FTA.

ON THE POSSIBILITY OF IMPLEMENTING CONFUCIANISM’S “PROPER CONDUCT” IN RULING A NATION IN MODERN CHINESE SOCIETY

The political thoughts of Confucius have been studied across the world from ancient times and up to the present day. This article is an analysis of the possibility of implementing Confucianism’s “proper conduct” in ruling a nation in relation to modern Chinese society, it emphasizes that the concept of “governing a country with the help of rules of proper conduct, etiquettes” was first proposed by the great thinker Confucius. The author examines the spiritual essence of “governing the country with the help of etiquette”, which includes governing with the help of moral norms and with the help of laws. The study also provides a description of three variants of combining the model of governance with the help of etiquette and the values of Western democracy along with conducting an analysis of the methods of governing in ancient China and in modern China in the 21st century. The study argues that “the management of the country by means of etiquette” must be dramatically transformed in order to link it with the construction of China’s socialist democracy.

STRENGTHENING OF THE ALL-RUSSIAN IDENTITY AS A TREND OF DE-ETHNICIZATION OF SOCIOPOLITICAL LIFE IN THE NORTH CAUCASUS: AN EXPERT OPINION

The current article deals the process of strengthening the all-Russian identity in the North Caucasus as a direction of de-ethnicization of regional political processes. The strengthening of the all-Russian identity in the structure of the identities of the residents of the North Caucasian Federal District is carried out by various actors. To clarify them, the study conducted an expert survey, among which federal authorities, mass media, educational and cultural institutions were named the most significant. The experts believe that the joint actions of the key actors in the formation of an all-Russian identity based on patriotism can lead to inter-ethnic harmony and de-ethnicization of political life in the North Caucasus region.

In this regard, the study raises the question of the original interpretation of the term “soft power”, its introduction into scientific circulation, and transformation within modern foreign policy realities. Furthermore, the article provides various examples that trace the influence of the reformation of the soft power of Russian diplomacy on the reaction of Western countries. The purpose of the article is to examine the definition of “soft power“ in the domestic political science discourse with the goal of understanding the changes it underwent from the period of its creation to the current crisis stage.

BUSINESS IN PUBLIC DIPLOMACY

The article deals with business as an actor of public diplomacy. The article examines the ways of indirect and direct involvement of business in public diplomacy. Indirect involvement is manifested in doing business, participating in global business exchanges, and implementing corporate social responsibility practices. Direct involvement is exercised through participating in specialized public agencies, implementing joint projects with public authorities, and developing one’s own non-profit organizations.

At the same time, the involvement of business in public diplomacy is viewed differently and can be considered as a tool for pursuing the goals and objectives of the company or that of public authorities. In case of deterioration of intergovernmental relations, there may be obstacles to the participation of business in public diplomacy, as happened with some Russian businessmen.

As a result, the reader will get an idea of business as a full-fledged actor of public diplomacy and the restrictions that it faces.

EXPLICATION OF XI JINPING’S CONCEPT OF THE “COMMUNITY OF COMMON DESTINY FOR MANKIND” AS A PHILOSOPHY OF EURASIAN DEVELOPMENT

The current article discusses the origins of the formation of Xi Jinping’s concept of “the community of common destiny for mankind”. In November 2012, at the XVIII Congress of the CPC, the Chinese political leader presented to the world the concept of “a new type of international relations”, which is based on the theory of the “the community of common destiny for mankind”. Having learned the lessons of ancient history and deeply revered national traditions, the leaders of the People’s Republic of China put forward a foreign policy strategy designed to bring the peoples of the world closer together and achieve universal prosperity. The topic chosen by the authors for the study presents significant relevance due to the global geopolitical confrontation between the collective West and the People’s Republic of China that has developed at the present stage of international relations. The authors of the study focus on the analysis of the inseparable historical connection between the fundamental staples of Chinese traditional culture and the modern political course of the People’s Republic of China.

THE 2020 CONSTITUTIONAL REFORM IN RUSSIA: PROSPECTS FOR THE TRANSFORMATION OF THE PARTY-POLITICAL SPECTRUM AND NEW TRENDS IN INSTITUTIONAL DEVELOPMENT

2020 will be remembered by many as a period of discussions and substantial decisions in the field of further development of the political system. One of the trends was the active changes in the Constitution, which was adopted by the people of Russia on December 12, 1993 and has not been seriously amended since then. The author of the article studies the current impact of the adopted legal innovations on the upcoming 2021-2024 electoral process and attempts to look at these events not from the legal perspective, but rather from the position of the political forecast of the country’s development.

An electronic survey of twenty regional experts with the help of the Google-Forms program hardware provided answers to 40 questions that cover important aspects of the development of civil society, party and political situation, constitutional reform and electoral prospects in Russia in 2021-2024.

US NAVAL PRESENCE IN THE INDO-PACIFIC IN THE CONTEXT OF THE GLOBAL STRATEGY ON FOREIGN POLICY

In the mid-2010s, the agenda of international relations, the key aspect of which is the problems of military and political rivalry with the major powers of the world, returned to the list of priorities of the US military politics. At this period of time, the Pentagon announced the implementation of the”Third Offset Strategy”. On account of this strategy, the United States has moved away from the activities of the previous two decades, when the emphasis was on the ability of the US armed forces to virtually perform policing function in order to “establish democracy” in weak states and to force governments to fight various rebel groups. The withdrawal of the United States of America from the Intermediate-Range Nuclear Forces Treaty in February 2019 is largely due to the desire to expand Beijing’s arsenal of military deterrence. The deployment of such missile weapons in the Pacific theater of operations is considered by the White House as mechanisms for exerting additional pressure on the PRC.

ENVIRONMENTALLY SAFE DEVELOPMENT OF MARITIME ACTIVITIES IN RUSSIA

The sea resources require protection and rational, considerate use. Compliance with the principles of environmental safety in the conduct of marine economic activities is an integral part of the sustainable development policy. The international programs reflect the sectoral principles of international environmental cooperation. They are most fully codified in the draft International Covenant on Environment and Development, which was developed in 1995 by experts of the International Council on Environmental Law. The Russian Federation ensures the protection of the aquatic environment at the legislative level and develops programs for the protection and rational use of marine resources. The regulatory and legal programs have also been adopted for practical implementation. For example, the “Strategy for the Development of Maritime Activities of the Russian Federation until 2030” while the Maritime Doctrine of the Russian Federation takes into account the main problems of maritime activity and considers the prospects for its development. Effective protection of marine resources requires concerted international action. Therefore, the development and adoption of a number of regulatory legal acts and monitoring their implementation is an important area of environmental policy.

STRATAGEMS OF EXPORTING EDUCATION TO CHINA: CHALLENGES AND OPPORTUNITIES IN PANDEMIC AND POST-PANDEMIC

The current article discusses the identification of new competitive and popular forms of promotion of educational services of Russian universities in the Chinese market.

The analysis demonstrates that the increasing international competition for the market of educational services contributes to the development of all models of export of Russian higher education on the territory of China: internal internationalization, joint educational programs, the institutional presence of Russian educational organizations abroad, online education, university networking.

The conducted research allowed the author to confirm the hypothesis that the increasing global competition provides an incentive for universities to enter previously undeveloped age ranges and social groups of the market. The promotion of universities to the Chinese educational market has become possible through such tools and methods as participation in life-learning education programs, systematic support for associations and the Russian student associations operating in the territory of the People’s Republic of China as well as the use of trending Chinese mobile applications. The Russian universities can utilize the materials of the article in the development and implementation of stratagems for the export of educational services to China.

XI JINPING’S DIRECTION OF FOREIGN POLICY: A COURSE FOR CHINA’S LEADERSHIP IN THE NEW WORLD ORDER?

The present article addresses a relevant topic of the analysis of China’s modern foreign policy strategy. The study puts emphasis on the analysis of the inextricable historical ties of the fundamental aspects of Chinese traditional culture and contemporary political course of the PRC, which is based on the conceptual views of China’s President, XI Jinping, and the course of internal and external political development of the country determined at the fifth plenary session of the 19th Central Committee of the CPC that took place in Beijing from October 26 to 29 2020. Xi Jinping makes it clear that the future world order of the new decade, from China’s perspective, should be more in line with China’s national interests and values. The author examines the primary directions of development of the People’s Republic of China at the start of the new decade. Despite the appreciation of traditional approaches, there is a paradoxical pattern in the modern Chinese foreign policy, which is China’s active political aspirations in the struggle for leadership. Will Beijing hold on to the traditional approaches or will it completely change the direction of its foreign policy?

MANIFESTING ETHNO-POLITICAL CONFLICTS IN THE NORTH CAUCASIAN REGION: PRACTICE OF IMPLEMENTATION AND WAYS OF SOLUTION

The article examines conflict-generating situations relevant for the North Caucasus. It is shown that most of the symptomatic conflicts based on ethnicity are historically conditioned, which makes them difficult to solve. High level of political engagement of ethnicity, haste of decisions, ill-considered political statements, failure to take into account the social sentiment of the population, as well as ignoring the psychological trauma of historical memory lead to a socio-political crisis, increase in social tension and mass protests. In these conditions, non-systemic opposition and political emigration are becoming more prominent, which further escalate conflicts and strengthen ethno-political and ethno-confessional confrontation. The conclusion is made about the necessity for regional authorities and local self-government bodies to build a constructive dialogue with public organizations, civil society institutions in order to prevent the escalation of ethno-political tension and find ways of the most efficient resolution of “suspended” conflicts.

STUDENT EXCHANGE AS THE INSTRUMENT OF SOFT POWER EXEMPLIFIED BY ERASMUS+ PROGRAM

The authors analyse the effectiveness of student exchange programs such as Erasmus+ as an instrument of “soft power”.

The article has the purpose of identifying the prospects opening up for Russia and Russian students taking part in student exchange and internship programs. The subject of the research is the learning program “Erasmus+”.

The results of the study conducted in 2019 among students and graduates of higher educational institutions who studied under the Erasmus+ program are presented. As a result of the author’s survey, it is demonstrated that soft power is a new resource for state leadership and an instrument for the development of the cultural and moral values in the modern world younger generation. The authors concluded that educational programs contribute to the promotion of the cultural values of the host state, the formation of the state’s image abroad and the consolidation of its position on the world stage.

THE PROBLEMS OF BUILDING A MODERN POSITIVE IMAGE OF MEXICO

The problem raised in the article is very topical due to the fact that the image of the state is a practical information concept formed according to the impact of natural factors, a system of developed strategies and a certain information policy of specialized structures. This aspect deserves special attention in terms of its research, since it is important for any actor in the world politics to realize the importance of projecting their image on the international audience. The purpose of the research of this article is to consider the negative barriers in building an image of Mexico, which significantly restrict the transition to the positive image of the state that is viewed by the author. To identify the problems of positive image building of Mexico, the author has analyzed international indexes and the components of Mexican culture (media, TV series).
