MANIFESTING ETHNO-POLITICAL CONFLICTS IN THE NORTH CAUCASIAN REGION: PRACTICE OF IMPLEMENTATION AND WAYS OF SOLUTION

The article examines conflict-generating situations relevant for the North Caucasus. It is shown that most of the symptomatic conflicts based on ethnicity are historically conditioned, which makes them difficult to solve. High level of political engagement of ethnicity, haste of decisions, ill-considered political statements, failure to take into account the social sentiment of the population, as well as ignoring the psychological trauma of historical memory lead to a socio-political crisis, increase in social tension and mass protests. In these conditions, non-systemic opposition and political emigration are becoming more prominent, which further escalate conflicts and strengthen ethno-political and ethno-confessional confrontation. The conclusion is made about the necessity for regional authorities and local self-government bodies to build a constructive dialogue with public organizations, civil society institutions in order to prevent the escalation of ethno-political tension and find ways of the most efficient resolution of “suspended” conflicts.

Through analysis of different theoretical principles and concepts, the study seeks to reveal: how did the theoretical understanding of this phenomenon in foreign and domestic science, what were the predictions for the different stages and what is their status at this stage. The author considers social media in various concepts: information, sociological, politological, philosophical, linguistic. STUDENT EXCHANGE AS THE INSTRUMENT OF SOFT POWER EXEMPLIFIED BY ERASMUS+ PROGRAM

The authors analyse the effectiveness of student exchange programs such as Erasmus+ as an instrument of “soft power”.

The article has the purpose of identifying the prospects opening up for Russia and Russian students taking part in student exchange and internship programs. The subject of the research is the learning program “Erasmus+”.

The results of the study conducted in 2019 among students and graduates of higher educational institutions who studied under the Erasmus+ program are presented. As a result of the author’s survey, it is demonstrated that soft power is a new resource for state leadership and an instrument for the development of the cultural and moral values in the modern world younger generation. The authors concluded that educational programs contribute to the promotion of the cultural values of the host state, the formation of the state’s image abroad and the consolidation of its position on the world stage.

The problem raised in the article is very topical due to the fact that the image of the state is a practical information concept formed according to the impact of natural factors, a system of developed strategies and a certain information policy of specialized structures. This aspect deserves special attention in terms of its research, since it is important for any actor in the world politics to realize the importance of projecting their image on the international audience. The purpose of the research of this article is to consider the negative barriers in building an image of Mexico, which significantly restrict the transition to the positive image of the state that is viewed by the author. To identify the problems of positive image building of Mexico, the author has analyzed international indexes and the components of Mexican culture (media, TV series).

EDUCATION ROLE IN FORMATION OF POLITICAL PREFERENCES OF YOUTH

This article is devoted to the role of education in shaping political preferences of young people, problems of political culture and state youth policy in the modern information space. Examples of factors influencing the formation of political culture are given, and the relationship between political culture and political preferences is highlighted. Based on empirical research, the role of education in shaping young people ‘s political preferences is shown. The article provides statistics on the participation of young people in political life, provides a comparative description of the participation of young people in political life in the late 1990s early 2000s in Russia and currently. NON-GOVERNMENTAL ORGANIZATIONS OF KAZAKHSTAN: LEGAL FOUNDATIONS OF THEIR OPERATION

The topic of the operation of non-governmental organizations (NGOs) of Kazakhstan is relevant, though poorly studied in the domestic political science. The article analyzes some of the legal foundations of the activities of Kazakh NGOs, and namely: legislative framework, definition, organizational and legal forms and directions of activities of NGOs, their accounting and control by the state. The author comes to the conclusion that there is no special law regulating the work of NGOs in Kazakhstan. Certain aspects of the topic are highlighted in national regulations on the non-profit sector and the state social order. At the same time, amendments containing modern legal norms for the work of NGOs in the country began to be introduced into the legislation from the end of 2015. It is from this moment that the modern stage of the development of the non-governmental sector starts. It is characterized, first of all, by the fact that the very definition of a non-governmental organization is given, organizational and legal forms and directions of NGO’s activity, the procedure for their accounting and control by state bodies are described in the law. The state has created an electronic database of NGOs for the practical implementation of the adopted legislative amendments and coordination of the activities of NGOs in general, where the latter must submit information about themselves in accordance with the approved rules.
