The article contains the author’s interpretation of such tools of soft power as intellectual patterns and cognitive temptations, which play a significant role in the process of legitimizing power and are still relevant in the construction of the “image of the enemy,” due to its cognitive stability and universality. Instrumentality of intellectual patterns manifests itself in the interpretation of various moral and practical concepts, the distribution of which in the mass consciousness occurs through the media with the help of cognitive temptations, which present a system of interrelated stereotypes that guide the search logic of ordinary consciousness.

STRATEGY OF KEEPING POLITICAL LEADER’S ACCOUNT (ON THE EXAMPLE OF PROFILES OF PARLIAMENTARY PARTIES LEADERS IN SOCIAL NETWORK “VKONTAKTE”)

Nowadays social networks are able to gather an audience comparable to the audience of the traditional media. That is why it is impossible to neglect this channel of communication for a political leader. Many political forces use social networks for the purpose of propaganda and informational influence on the population. As a concept that describes quantitative and qualitative characteristics and the direction of the development of a politician’s account, the authors offer to use the term “account management strategy.” The paper discusses the strategies for keeping the accounts of the leaders of the four parliamentary parties of the Russian Federation and namely Dmitry Medvedev, Gennady Zyuganov, Vladimir Zhirinovsky, Sergei Mironov in the social network “VKontakte.” We conducted comparative analysis of these accounts on such criteria as content, audience coverage and involvement. The aim of the work is to find the most efficient strategy for keeping an account of a political leader in the social network “Vkontakte.”

POLITICAL DIALOGUE IN TERMS OF “EXTENDED BIPOLARITY”

The article considers a possible way of international relations’ development. The authors believe that since the collapse of the bipolar world, which existed in the times of the Cold War, no solid system of international relations has been formed. The tentative unipolarity with the USA at the head cannot guarantee the world community long-term security. At the same time a true multipolar world can hardly be formed in the near future, as no country alone is capable of competing with the American leverage. The article suggests a hypothesis that new centers of power made up of several states will be formed around common ideologies or political and economic interests. These might once again divide countries into two competing camps, forging the so-called “extended bipolarity”. The role of Russia in the new system is yet to be defined.

The article studies the potential of non-profit organizations to solve, some pressing urban problems with the help of authorities, to perform civil control functions and to form human capital assets. In order to reach all of these goals, the “third sector” has to be numerous and stable. However, NPOs in Nizhnekamsk have not yet reached this state. So far, this sector is small and local. Its volunteer base is being formed. The main positive aspects of NPOs in Nizhnekamsk are trust-based relations of NPOs with municipal authorities and the potential of organisations for further development.

FOOD SECURITY POLICY IN ANTIQUE ERA: HISTORIC AND PHILOSOPHICAL ASPECTS

The aim of the article is to examine food security policy in antique era. Historical and philosophical examples (taken from the biography of the nomarch of Antilopium noma “Ameni,” the ideal state of Plato, the Bread Laws of Kherson Tavrichesky and the institution of slavery at the model villa of Marc Porcia Catonis), illustrate that such policy was carried out in ancient states. As a result of comparative analysis, the author, one of the first ones in domestic and foreign literature, shows how the controlling body supported socially vulnerable categories of citizens by means of distributing grain and bread. It intensified agriculture, which helped to avoid hunger and stimulate employment. Trade duties were abolished while the import and export of certain kinds of goods were simultaneously banned. Trade and economic blockades were practiced, as the first attempts of food isolation in history.

The focus on Russian Far East development announced by Russian president in 2013 and the turnaround of Russian foreign policy towards the East due to contemporary crisis of the system of international relations have created additional prerequisites for close integration between the Russian Federation and its Far Eastern constituent entities and APR countries. The author argues that the Russian Federation’s activity within the framework of BRICS, an internal institution with Russia having been its member for more than 10 years, fits well into the concept of its contemporary eastern policy. In the author’s opinion, given global tensions, BRICS’s institutional opportunities will promote the execution of Asia Pacific direction of Russian policy.

The authors come to the conclusion that the most effective and appropriate for the Primorye Territory investments are not portfolio ones, but by the creation of joint ventures. TOLERANCE OF THE POLITICAL MASS MEDIA DISCOURSE IN SOCIAL INTERACTION

In the “political tolerance” category, its demographic and economic variables are marked. The reasons of intolerance and aggression demonstration in the Russian mass media are established. The main criteria of tolerance in political mass media discourse are discourse’s creative components reflected in journalistic texts, namely: creativity of an author’s speeches and writings’ characters, identity of an author’s style, ways to attract audience’s interest and attention. The efficiency of the tolerant political mass media discourse realization can be seen in people’s perception of politics and their satirical judgment of the political reality. The author of the article draws a conclusion that tolerance level as a sign of quality of social interaction contributes or does not contribute to the development of public relations; it, also, provides platforms for discussions, events articulation and political commenting on the events, gives a great opportunity to represent political positions and forms the public opinion.
