ON MODELING LONG-TERM MACROECONOMIC GROWTH

The article discusses the modeling of short-term cycles and long-term trends observed in the economy. Particular attention is paid to the problem of stabilization of market fluctuations while investigating the possibility of controlling the dynamics of short-term waves instead of their nature . The article presents an economic and mathematical model in the form of a nonlinear discrete system of the third order, which allows simulating and analyzing possible scenarios of economic development taking into account cyclical fluctuations. When developing this model, the research implemented mathematical methods of modern chaos control theory were used. With the help of the obtained model, the study outlines a long-term macroeconomic forecast for China is on the basis of real statistical data. The scientific and practical value of this model lies in the fact that it makes it possible to determine the exact terms and costs necessary to stabilize cyclical processes in the economy.

INTRODUCTION OF RATIONAL NUMBERS TO ECONOMICS

The article deals with the introduction of rational numbers into economic information: zero and negative numbers. The introduction of rational numbers into the economy is necessary only with automated technology for collecting economic information (EI), processing EI, planning economic indicators, and the need to fulfill numerous restrictions on economic parameters. The manual method is devoid of such checks and can use complex numbers. The need to introduce rational numbers into economic information (EI) is determined by the fact that they exist in reality, and they cannot get into accounting due to their uncertainty. As a result, the unrealized products of the object of economic interaction were written off mainly to the state budget, while the amount of the write-off was not determined. This situation arises when examining economic operations as unary operations. In economics, there are only binary economic operations. In a binary operation, invoices specify the organization that produced and the organization that supplied certain names of goods, the quantity in the metric system at a certain price. In a binary economic operation, the unrealized economic output should fall entirely on the object of economic interaction that produced or received it. As a result, the quality of planning in the economy will increase, the effect of the cost mechanism prevailing in the USSR will disappear and unrealized products will fall on a specific object of economic interaction in a binary operation.

The introduction of rational numbers into EI allows for considering EI as groups by addition. The group properties of the EI allow the economy to both ask questions and receive answers to them in automated mode [1]. The application of group theory to EI opens up additional opportunities for the economy in the processing speed of structured EI.

MONITORING THE EFFECTIVENESS OF THE IMPLEMENTATION OF THE REGIONAL DEVELOPMENT STRATEGY: IN THE CHECHEN REPUBLIC

The quality of state regional management is determined by the quality of decisions made in strategic planning. Today, it is impossible to plan the development of regions for a long-term period due to constantly changing external conditions, including “black swans”. Therefore, it is important to monitor the implementation of regional development strategies. The article presents the results of monitoring the implementation of the development strategy of the Chechen Republic. For an integral assessment of the effectiveness of the strategy implementation, the authors propose using the dynamic standard method. Based on this method, the authors also introduce a normative and evaluation model and justify the relevance of developing new strategic goals for the development of the Chechen Republic, for the implementation of which they propose a new target model and indicators of sustainable development of the region.

Автором предложена методика опрThe article analyzes the activities of a commercial bank in the market of plastic cards. The subject of the study is methodological techniques and methods for evaluating the effectiveness of using bank cards. Research methods include the monographic, tabular, historical and balance methods, as well as classification, analysis, and synthesis. The author proposes a method for determining the credit limit of card account transactions. The practical significance of the study lies in the possibility of implementing the proposed measures to improve operations with plastic cards in the bank’s activities, while the scientific novelty of the research lies in the formation of a concept for improving operations with plastic cards. As measures to improve operations, the improvement of “salary” projects is proposed. The study substantiates methodological approaches to the implementation of the project and calculates the economic effect.

Such assessments can serve as a testing ground for the extension of objective measures to the economy as a whole. This implies a change in the theoretical basis of modern economic theory (the transition from neoclassical theory to classical, in other words: the synthesis of marginalism with the idea of value) – the need for which today in one form or another is obviously overdue.

WILL GREEN ECONOMY BECOME A PART OF THE RUSSIAN INDUSTRY?

In the recent years, green economy has been actively studied in Russia and the world as a whole. It should be noted that there are no specific general picture of green economy, therefore it seems extremely necessary to fill this gap. Summarizing the materials on this topic, it is easy to notice that without discussing the essence of the green economy, all publications can be reduced to two directions. The first is the minimum interference with nature and the maximum reduction of the damage caused to the ecosystem of the planet. The second is the “carbon footprint”, which is proposed to be monitored, as well as to introduce various measures limiting CO2 emissions into the atmosphere. The problem is that the solutions to the CO2 problem proposed today are not so obvious and unambiguous, because based on these solutons, the latter begins to contradict the former. As a solution, it is proposed not to limit emissions on the whole planet, but only to “redistribute” them through a quota system. Countries with an exceeding levels of the corresponding emissions are invited to buy quotas from those countries whose emissions are below a certain norm and continue to pollute the environment. The volatility of determining the values of the quotas themselves, as well as the subjective nature of their establishment, obviously does not contribute to reducing emissions, and these measures cannot be considered as measures towards building a real green economy. This article discusses the basic issues of green economy and the possibilities of its development in Russia and the world as a whole.
