MONITORING FEATURES OF THE SPATIAL DEVELOPMENT OF RUSSIA USING GEOINFORMATION SYSTEMS

Purpose: The study aims to prove the feasibility of the geoinformation systems’ implementation designed for the collection, processing, and analysis of primary information on indicators of the social and economic situation of the Russian Federation territories while monitoring status, taking into account the natural resources and economic features of development. The monitoring of the spatial development in Russia stands as the research object. Likewise, organizational and economic relations, emerging in the process of managing the sustainable socio-economic development of the country’s regions through the basis of geoinformation systems application, are the subject of our research. Methods: Research is based on the general-scientific methodology that presumes a systematic approach towards the defined problem-solving. Methods of empirical investigation (examination, comparison, data collection and investigation) are implemented together with current and prospective analysis, the synthesis of theory and practice are used. The basis of the study is the papers of scientists on problems of application of modern GIS technologies for modeling strategic development of regions. Results: The conducted analysis showed that geoinformation systems have long been successful and widely used to support decision-making in the authorities, to draw up general plans for territorial development in territorial planning, manufacture of various cartographic products in cartographic and atlas services and many other spheres. Due to it, the study concludes that the introduction of the modern geoinformation systems should be considered as an effective tool for research and forecasting of GIS development in monitoring the indicators of socio-economic territory condition. Consequently, this introduction could be the enhancing tool for the social and economic sustainability of territories development. In this paper, we proposed the main blocks of the underdevelopment monitoring system of spatial development using GIS-technologies. As a result of the system introduction, the improvement of sustainable development of the region will be ensured by a holistic understanding of the condition and current situation of development for the regional processes. On the other hand, it will be achieved by sustainable consumption of regional and economic resources, identifying growth points and priorities for region development taking into account individual features of the territory, as well as reducing management risks in strategic decision-making. Application results: The research-based results can be used to develop conceptual, methodological, and practical approaches to improve the system for monitoring the spatial development of regions, taking into account their features through the application of modern geoinformation systems for analysis and modeling. Conclusions: The application of GIS technologies in working out of measures to improve the sustainable socio-economic development of the region contributes to the enhancement of the analysis of the complex system state, the practical task of locating resources or the effectiveness analysis of their deployment, and also the establishment of the strategic planning principles in an automated online mode and ensuring up-to-date decision-making in the research area.

CURRENT DEMOGRAPHIC TRENDS OF EAEU

The article discusses the development of the processes of natural movement and external migration in the member states of the Eurasian Economic Union, which determine the changes in their labour potential. It shows the impact on the demographic situation of different components of population movement. It is noted that the trends in natural movement and population migration on the territory of the EAEU are dynamically transforming, which leads to the formation of types of demographic dynamics that differ in the countries of the union. The conclusion is drawn that at the current stage of development of the EAEU, there is significant population growth in Kazakhstan and Kyrgyzstan, which allows maintaining the total number of the population against the backdrop of the emerging decline in Russia, Belarus, and Armenia. It is concluded that the replacement of some EAEU member states by others in terms of population is a manifestation of the systemic properties of an integration association.

ON STRUCTURE OF CAPITAL INVESTMENTS AND OPERATIONAL COSTS FOR CREATING UGSF WITH COMBINED BUFFER GAS

The paper discusses the structure of estimated capital investments and options for calculating the total volume of capital investments for the creation of underground gas storage with combined buffer gas and defines the list of expected operating costs. The author provides the estimation of capital investments for two options for arranging an underground gas storage with combined buffer gas. Two methods of the basic technological scheme of ground-based arrangement of an underground gas storage facility are considered in this work. They ensure the collection of flue gases, capture and injection into the reservoir. The list of equipment and energy costs for the maintenance of equipment necessary for the collection, capture and injection of flue gas into the reservoir are presented as well. The author provides the estimated calculation for the experimental plot according to the option with the production of carbon dioxide by pre-cooling and its subsequent compression and capture by the absorption method.

The article substantiates the use of the method of assessing the economic feasibility of transactions, which is based on the comparison of the conditional rates of receipt and transfer of these objects. The use of the method is illustrated by calculations and the analysis of model results. The work demonstrates the methodology for determining direct “exchange rates” and also modifies the method for a chain of exchange transactions when a number of operations can lead to a better economic effect than direct exchange. Directions and conditions for the application of the methodology for making decisions on the exchange are proposed.

IMPACT OF INNOVATION ON ECONOMIC GROWTH: A COMPARATIVE ANALYSIS OF THE ECONOMIC COMMUNITY OF WEST AFRICAN STATES AND INDIA

This article examines the impact of innovation on the economic performance of countries in the West African Economic Communities (ECOWAS) and India. The results of previous work show that innovation has a negative impact on economic growth in the countries of the West African Economic and Monetary Union (WAEMU) from 2009 to 2018 and India from 1996 to 2011. The comparative study with the same model and new indicator of innovation of the ECOWAS countries and India gives a result which reflects the positive effect of innovation on economic growth. Finally, relevant recommendations were made for the ECOWAS countries and India to take ownership of the content of the Global Innovation Index (GII), which served as a model for analysis, for more economic and sustainable performance.

The article presents the essence and structure of costs for implementing a balanced scorecard system (BSS) for effective management of a commercial bank (based on the example of JSC “Rosselkhozbank”). The cost of the project to implement the BSS was determined. The structure of the effect of the implementation of the BSS is developed, taking into account the impact on the growth of profits and the cost of the bank. A method for evaluating the effectiveness of management in the analyzed bank is proposed and calculations are made to determine the efficiency coefficient before and after the introduction of the balanced scorecard system.

INNOVATIVE POTENTIAL OF TERRITORIES

This paper discusses the relationship between the concepts of “innovative potential,” and “innovative activity” with emphasis on such signs as content, resource provision, and coverage of subjects. It is noted that the transformation of innovative potential, resulting from the development cycle, sets qualitatively different conditions for the implementation of innovative activities, and takes innovative activity to a different level. The authors propose to group indicators of innovative development by the selected groups (the share of innovatively active companies, including by directions; the results of innovative activity are the advanced technologies used, and intellectual property objects). The authors consider the state of indicators on the material of the regions of the Siberian Federal District, with subsequent detailing on the material of the Tomsk region, which is among the leaders of the territory under consideration.
