Planning and calculating the main production indicators can be one of the steps to mitigate the consequences of the worldwide COVID-19 crisis. Currently, it is necessary to create conditions that can preserve the capacity of enterprises. Finding methods and mechanisms that would help to develop effective schemes of action during a pandemic that can direct the economy to get out of the deepest recession is of great importance. Such methods include mathematical methods that allow for simulating a situation in which the indicators of fixed production assets determine the efficiency of the enterprise. The current study examines the production indicators that affect the extensive and intensive factors of economic growth. These indicators are determined through the prism of a production function. As model examples, the study provides tasks that can serve as a good “simulator” for solving specific economic problems.

Posted in 2021, ECONOMICS, Issue №7 (109) July 2021 | 0 comments

The 2019 interim agreement that led to the creation of a free trade zone between the EAEU and Iran, allowed Iran to intensify cooperation with Russia and with the EAEU as a whole. According to the agreement, customs duties were reduced for half of the mutual commodity nomenclature, mostly for goods imported from Iran, which allowed for increasing trade and economic cooperation between the parties. Despite the coronavirus pandemic and the general decline in economic activity, trade turnover increased by 18.5% over 2020, while this agreement was the most profitable for Iran since exports increased by more than 50%. In order to accurately assess the effectiveness of this agreement, it is necessary to analyze the change in the commodity structure, study the positions that showed the major changes, and consider the relationship between them and the provisions of the temporary FTA agreement.

IMPROVING THE FINANCIAL LITERACY OF THE POPULATION IN THE CONTEXT OF THE PROBLEMS OF TRANSITION TO ECONOMIC GROWTH

Posted in 2021, ECONOMICS, Issue №7 (109) July 2021 | 0 comments

The current article examines the preferences of families regarding financial instruments based on modern publications, statistical data, and original research of household saving behavior. By classifying financial behavior as passive and active, the authors identify the reasons for mainly passive operations in different segments of the financial market. These include, along with the low and middle-income levels of most families, the lack of experience and knowledge that allows for using different financial instruments, as well as the negative experience of a certain proportion of households in financial transactions. Noting the fact that short-term deposits are preferred over long-term ones and the low activity of significant segments of the population in the stock market, the authors emphasize the importance of active financial behavior in the process of transition to economic growth.

ON THE INTRODUCTION OF “NEUTRAL” MONEY

Posted in 2021, ECONOMICS, Issue №7 (109) July 2021 | 0 comments

Silvio Gesell’s “neutral” money is essentially a variant of the Keynesian recommendation of stimulating demand through moderate inflation. Therefore, the struggle for the introduction of “neutral ” money is largely a futile struggle: in fact, the technology of planned depreciation has been used for more than one decade. However, this method is not universal, since the stimulation of demand as such, for any product, a priori implies the indistinguishability of goods. Stimulating consumption is, in fact, maintaining an inefficient production structure. To maintain macro-demand, it is desirable not to force people to consume but to combine an advanced monetary supply with the control of credit lines in the interests of real production.

Today’s industrial enterprises are designed to become centers for increasing the country’s economic growth and ensuring its sustainability. The article discusses the development of an improved methodology for diagnosing the promising capabilities of industrial metallurgy enterprises. In particular, the methodology implements the stage of forecasting the proposed key performance indicators of the enterprise (relative added value and revenue), which are usually used as a target management function. In the management of the main indicators, current and non-current assets are combined.

For the purposes of forecasting the main indicator of the economic capabilities of the enterprise by managing its current and non-current assets, the article solves the problem of nonlinear programming. It is shown that the found optimal result exceeds the actual values of the main indicator. Enterprises operate with a certain surplus of available resources, through the management of which it is possible to manage its economic result.

CROSS-BORDER COOPERATION OF REGIONS OF NEIGHBORING COUNTRIES: CONCEPT, FORMS, MODELS

Posted in 2021, ECONOMICS, Issue №6 (108) June 2021 | 0 comments

The article deals with the issues of cross-border cooperation between the regions of neighboring countries, their essence, concept, forms, and models. Today, in the national economic systems of Kazakhstan and Russia there is a tendency to form contours taking into account the harsh realities of transformational processes in the formation of production relations of the modern market economy of the global community, a common (unique) economic space.

The main condition for cross-border cooperation between the states is the common position of the regions on different sides of the state border. This commonality is due to the fact that the borders are divided into regions, which are essentially almost homogeneous. This determines the need for cooperation in the use of natural resources (water, biological resources, minerals, land resources, etc.) and their protection, as well as economic resources.

A reliable basis for this phenomenon is the path to industrial and innovative development, modernization transformations in the economy, and the intensification of economic and economic ties between Kazakhstan, Russia, and Belarus, mainly border regions. On July 1, 2010, the Customs Union of Kazakhstan, Russia, and Belarus began to operate, allowing for the full opening of customs borders, the establishment of a single customs code, and of common customs duties for the three countries.

In recent years, the world has seen the development of two interrelated processes – globalization and regionalization: on the one hand, the interaction and interdependence of countries in all spheres of society is increasing, on the other hand, the role and importance of regions for the social and economic development of each individual country is also on the increase.
