AN ASSESSMENT OF INVESTMENT ATTRACTIVENESS OF THE “FENIKS VOSTOCHNY” STRUCTURED BONDS FOR PRIVATE INVESTORS

Currently, there is a significant surge in the interest of private investors in stock market instruments. One of such instruments is structured bonds. The current significance of this study is due to the need of investors at the time of purchasing structured bonds to have information about their investment attractiveness. The article focuses on structured bonds with full capital protection, “Feniks Vostochny”. The authors examine the indicators of profitability and risk as indicators of investment attractiveness. Also, the paper features a methodology for assessing the profitability of structured bonds taking into account market risk. Comparing structured bonds with a bank deposit showes that structured bonds cannot be considered a successful alternative to deposits.

THE USE OF ARTIFICIAL INTELLIGENCE TO ASSESS THE SUSTAINABILITY OF THE RUSSIAN ECONOMY THROUGH THE LENS OF THE DYNAMICS OF THE TRANSPORT SYSTEM

The article discusses aspects related to the use of artificial intelligence to study the sustainability of the Russian economy through the lens of the development of the domestic transport system.

The novelty of the study lies in the fact that an approach is proposed involving the use of a combination of external and internal factors (dollar exchange rate, RTS index), as well as natural and cost factors (cargo turnover, the number of transported goods based on the means of transport, stock prices of leading transport companies) in an AI-based multifactorial correlation model, which allows calculating the closeness of the relationship between factorial features included in the model and the value of GDP with preference given to factors determining the development of the domestic transport system.

The study puts forward and proves a hypothesis that with the help of the developed neural network, perceptron, it is possible to obtain a forecast value of the country’s GDP in conditions of uncertainty and risk, under the influence of external and internal factors, which is important for ensuring the sustainability of the development of the Russian economy. For example, the use of input parameter values corresponding to 2020 in the model allowed the authors to obtain a neural network forecast of the GDP for this year, 1483.80646 billion doll., which is 99.98% of its actual value of 1484 billion doll.. The error amounted to 0.02%.

METHODOLOGICAL ASPECTS OF INTEGRATED ASSESSMENT OF THE LEVEL OF TECHNOLOGICAL DEVELOPMENT OF REGIONAL TRADE

The trade industry has achieved a relatively high level of technological activity and the use of digital technologies; however, in the regional context, there is a significant differentiation in the level of technological development of trade organizations and the influence of individual regions on the development of technologies in the trade of a federal district. This necessitates an integrated assessment of the level of technology development in regional trade and in a district as a whole. The purpose of the article is to develop an integrated assessment methodology that allows for evaluating the level of technology development in the trade in regional economic systems. The author recommends a tiered methodological approach, algorithms for calculating complex assessments of the use of technologies, their systematization and comparison with the target parameters of development, which forms the basis for calculating and economic justification of the generalizing indicator – the coefficient of integral assessment of the level of technology development in the trade of a federal district and the rating of regions according to the technological activity of the trade industry.

THE EXPERIENCE OF THE DEVELOPMENT OF CHINA’S PERIPHERAL REGIONS: PROBLEMS AND PROSPECTS OF THE “REVIVAL” OF THE NORTHEAST

Regional development management is an important component of the national development policy of modern China. One of its very significant and at the same time complex objects is the Northeast of China, the largest industrial base that has turned into a backward periphery. Purposeful efforts to “revive” has been underway since the early 2000s. However, despite some positive changes, it is still not possible to achieve a radical change in the development of the region. In recent years, the phenomenon of the Northeast has attracted more and more attention from Chinese experts who are trying not only to identify the fundamental problems of the Northeast but also to critically examine the advantages and disadvantages of strategies to overcome them. In addition to material factors hindering regional development, non-material phenomena, such as specific mentality and peculiarities of local consciousness, have attracted increasing attention as barriers to the growth and development of peripheral territories. The analysis of the policy of “revitalizing” the peripheral Northeast as a case illustrating the process of searching for effective tools and approaches to managing regional development in modern China allows the authors to come to a number of general and particular conclusions useful for solving the problems of peripheral and/or depressed regions in other national contexts. They are also of particular interest for Russia, where the task of “mastering and developing” its remote eastern territories has also remained relevant for many years.

RELOADING OF PROGRAM EXPENDITURES OF THE FEDERAL BUDGET

Program expenditures remain the main instrument for financing federal budget expenditures, which account for 78% of the total volume of the public part of federal budget expenditures in the upcoming budget cycle. In accordance with the main directions of the budget, tax, and customs tariff policy for 2022-2024, the priority approach to the formation of federal budget expenditures is the project approach, according to which a new design of state programs, which combines the project and process part, is being introduced Based on the analysis of the draft federal law and the summaries of state programs for 2022-2024, regulatory legal acts, the article identifies key innovations in the structure of state programs. The author also conducts an analysis of the structuring of program expenditures of the federal budget for 2022-2024 in the main trajectories and identifies the key problems of implementing state programs within the framework of the new design.

THE SYSTEM OF REGIONAL STRATA OF THE RUSSIAN FEDERATION

The article provides a statistical analysis of the level of socio-economic development of the regions of Russia as well as divides them into six strata based on the value of GRP per capita. At the same time, there is a high degree of differentiation between the regions of Russia in terms of GRP.

A detailed analysis shows that the leaders of the rating are regions whose economy is based on the extraction of natural resources, as well as Moscow and St. Petersburg, which perform capital and important logistics functions. Among the most depressed are regions with a predominantly agriculturally-oriented economy. The most difficult situation is in the North Caucasus Federal District, which traditionally has a high birth rate, as well as in the national autonomies of southern Siberia. The situation is aggravated by the fact that for the last century the country’s economy has been functioning in a “besieged fortress” mode, when the geostrategic motivation for the placement of enterprises dominated the economic one. This is especially true of the excessive enthusiasm for import substitution in the agro-industrial complex, which leads to overproduction of products, businesses operating at a loss, stagnation of added value and the level of material well-being of the population.

TRANSFORMATION OF INDUSTRIAL BUSINESS PLATFORMS IN THE CONTEXT OF DIGITALIZATION

The purpose of this study is to identify the features of the digital transformation of business platforms of industrial enterprises. The author determines the impact of digital technologies on existing platform industrial products. Key digital elements of the business platform of industrial industry enterprises, the presence of which is necessary for the successful implementation of specific analytical directions of industrial products development, are considered. The author carries out an analysis of three stages of maturity of digital business platforms of industrial enterprises and identifies features of each of them. The author notes that such a three-stage development plan will allow digital software-oriented platforms to integrate a variety of physical hardware systems and services into new market offerings in various industries. The study outlines five key factors that influence the successful and effective functioning of the digital business platform of industrial enterprises in the modern conditions, which will later become the key to successful competition in the future global market.

DIGITAL TRANSITION OF INDUSTRIAL ENTERPRISES TO «SMART» ECOSYSTEM

Digital transformation is a foundation and inevitably leads to interlinked changes in products, services, strategies, business processes, and relationships between enterprises and market segments. Smart production cannot develop effectively in the form of isolated projects since development is required in the context of market sectors. So industrial enterprises will begin to expand their ecosystems, and thanks to coordinated innovations, the active introduction and dissemination of their digital transformation processes will begin.

In the context of digitalization, the “smart” ecosystem is becoming a global and growing multisectoral environment not only for industrial enterprises, but also for all market participants – suppliers, partners, public organizations, customers, etc. These associations contribute to faster adoption of innovative technologies; connecting resources to maximize results, to respond more flexibly to the dramatic changes in the market that, in the face of digital transformation, require enterprises to deliver integrated results.

The purpose of this study is to identify the features of the digital transition of industrial enterprises to the smart ecosystem. The author determined what conditions contribute to the emergence of fundamentally new ecosystems of industrial enterprises that initiate the active development of innovative technologies and products, as well as the emergence of new opportunities for expanding the sphere of activity.

The author carries out an analysis of the stages of creating an effective “smart” ecosystem of industrial enterprises and the characteristics of each of them were identified. The author also notes that this smart ecosystem development plan would allow industrial enterprises to better prepare for active external cooperation even in limited industry conditions.

The study identifies six key factors that influence the successful and efficient functioning of the smart ecosystem of industrial enterprises in modern conditions, which will subsequently allow the provision of personalized, contextual, innovative services that generate regular revenues.

In addition, the article analyzes the development of Chinese agricultural Science and Technology parks over the past 20 years via a comprehensive assessment method and comes to the conclusion that Chinese agricultural science and technology parks have developed rapidly in the last 20 years, but many problems have also arisen in their development. The focus of the study is on changes in the socio-economic situation of migrant workers in the context of the crisis associated with the spread of COVID-19. INTEGRAL ECONOMIC THEORY AS THE BASIS OF MODERN RUSSIAN IDEOLOGY AND NATIONAL DEVELOPMENT STRATEGY

Any developed ideology has its economic theory as one of its foundations. It is important to note that economic theory in the twentieth century broke up into several autonomous currents, while none of the main areas of economic theory explains the entire complex of modern economic phenomena. What specific problems need to be solved in order to build an integral economic theory? 1. The antagonism between classical and neoclassical schools of economics; 2. The main problem of the neoclassical mainstream: the coordination of a priori equilibrium microeconomic theory with a macroeconomic description, the subject of which is non-equilibrium situations. The author proposes an original synthetic economic theory. It can serve as one of the foundations for the development of modern Russian ideology, as well as serve as a scientific basis for the development of a national development strategy.
