ASPECTS OF THE BUDGET IMPLEMENTATION OF SUBSIDIZED FEDERAL SUBJECTS OF THE RUSSIAN FEDERATION

The main condition for ensuring that the authorities of the federal subjects of the Russian Federation perform their functions is to ensure a proper budget condition. It is well known that there are two types of regions in the Russian Federation: the donor regions and the recipient regions. This distinction is due to the specifics of the budget formation of a particular region. The donor regions supplement the state budget with their own surplus revenues. There are 13 such regions in Russia, which is a fairly low figure by world standards. All the other subjects of the federation are recipients.

The article discusses the theoretical aspects of the subsidized nature of regional budgets and Investigates the causes and problems of subsidized budgets of the federal subjects of the Russian Federation. The study also contains an analysis of the dynamics of the implementation of the budget revenues of Saratov Oblast as a recipient region. The authors of the research identify characteristic trends and draw respective conclusions.

A FORECAST FOR THE DEVELOPMENT OF HETEROGENEOUS LABOR MARKET IN RUSSIA IN THE EURASIAN MIGRATION SYSTEM

According to statistics, 95-96% of foreign labor migrants in Russia are citizens of the CIS countries, which is due to the formation of the Eurasian migration system, which includes the countries of the former USSR with the Russian Federation residing at the center. The future development trajectory of migration cooperation between Russia and other countries of the Eurasian migration system will determine the future demand for the influx of labour migrants from the CIS countries, which actualizes the development of forecasts of development of the labor market in Russia in the Eurasian migration system. In the framework of the theory of double labour market, the theory of migrant networks, and the theory of the “pull-push”, a model has been developed that allows for predicting the development of heterogeneous labor market in Russia in the Eurasian migration system, where the supply of labour is formed by local labour and labour migrants from the CIS countries while the demand is described using the model of search and matching by K. Pissarides, according to which, to account for Russia’s slow employment restructuring, wage values are determined depending on average labor products while the number of high – and low-skilled vacancies is constant. As a result of the implementation of the model on historical data of the federal subjects of the Russian Federation and CIS countries to forecast the development of heterogeneous labor market in Russia in the Eurasian migration system up to the year 2035. According to the obtained forecast, even with free access from the CIS countries to the subjects of the Russian Federation, labor migration in the forecast period will not be able to fully compensate for the loss of the local labor force. The resulting forecast is a scientific justification for the need to preserve and strengthen the central role of the Russian Federation in the development of the Eurasian migration system.

IMPROVING THE DEPOSIT POLICY OF COMMERCIAL BANKS

The current article presents the key development trajectories of the deposit policy of commercial banks in today’s environment, including the diversification and availability of various sources of raising funds, ensuring the stability of deposit resources as well as regulating the value of the deposit portfolio. The main directions for improving the deposit policy include increasing deposits raised from individuals; regulating the value of the bank’s deposit portfolio; and increasing the share of time deposits in the deposit portfolio. Based on the analysis, the study develops a diagram of the causal relationships of improving the deposit policy and identifies the essence and features of investment deposits as well as determines their advantages and disadvantages. The research presents a comparison of the types and conditions of investment deposits in Russian banks.

DIRECTIONS FOR IMPROVING THE MANAGEMENT OF INNOVATIVE DEVELOPMENT OF THE OIL AND GAS INDUSTRY

The article is devoted to improving the management of innovative development of the oil and gas industry in the Russian Federation. The tasks of further innovative development of the oil and gas industry are defined in the article. The cost structures of oil and gas industry enterprises by types of innovation activity are determined. The maximum costs of Russian enterprises are directed to the purchase of fixed assets and innovative goods, works and services, while in developed countries the main costs fall on scientific developments. The scheme of management influence on the formation of the innovative environment of the oil and gas industry is presented in the article. It is highlighted that to accelerate innovation processes in the oil and gas industry it is advisable to use strategic management methods the most important of which are marketing and project approaches. The recommended structural elements of the strategy for innovative development of the oil and gas industry are highlighted. It is noted that Federal law No. 488-FL provides broad incentives for innovative development. However, the Federal Law does not include the rules governing the formation and implementation of the innovative industrial policy of the Russian Federation and the use of modern management systems. It is advisable to supplement the law with a set of mutually linking strategic programs and other program documents on the development of individual industries, the procedure for their financing and the choice of incentive measures. The article presents an algorithm for forming a strategy for innovative development of the oil and gas industry which makes it possible to form a mega-corporate industry innovation cluster.

The 2020 Coronavirus pandemic has had a significant impact on all areas of economic activity. One of the most affected spheres was the event industry. The organizers of the events faced external changes that required a radical restructuring of their activities and organization elements. An analysis conducted in the study shows that most issues were noted before the outbreak of the pandemic, and the restrictions imposed only revealed the need for their immediate solution. The article describes the key infection prevention and control measures taken by organizations to ensure safety during events and when organizing the activities of employees as well as the most popular anti-crisis solutions. As a whole, the mechanisms taken by organizations are associated with a decrease in demand and transition to digital operations. Additionally, there are trends that can influence the development of the event industry and adjacent industries in the long term.

As the real way of achieving product diversity, the author of the article proposes and justifies the implementation of dynamic, quickly reconfigurable systems based on homogeneous production environments, in which the modules have the same configurable connections for the exchange of information and material flows. The modules are identical, functionally complete within the framework of the implemented production, and are configured for one of the functions (operations). The construction principles featured in the article can allow for creating a highly efficient production, ensuring the transition from production of one product to another on the receipt of orders for the production in strict compliance with the requirements in terms of readiness.

ON HYPERBOLIC GROWTH OF HUMANITY

The purpose of the study is a critical analysis of the empirical dependence formulated in 1960 by Heinz von Foerster and his co-authors: the statements on the hyperbolic growth of the Earth’s population. The study demonstrates that the empirical equation of von Foerster is a hypothesis that, in fact, does not have a convincing empirical justification. The theoretical explanation of this hypothesis (the more knowledge humanity has, the more intensively it grows) can be accepted as an explanation for the increase in the ecological niche of humanity (which puts a limit on growth from above) but does not cancel the law of exponential growth of any population. The authors suggest that the reasons for the popularity of this hypothesis lie not so much in the field of science as in politics and ideology.

Relevance of the study. The relevance of our research is due to the need to determine the essence, content and systematization of the main processes and sub-processes of management of the agro-industrial complex. Aim of the Research. The aim of the research is to develop a block diagram of the main processes and subprocesses of the management of an agricultural enterprise as well as to briefly identify their essence and content for further work on process management at the enterprise. Method and Methodology The research is based on a general scientific methodology, which provides for the application of a systematic approach to problem-solving. The study is primarily based on the fundamental works of domestic and foreign scientists on the problems of economics and management, particularly the assessment of management processes. Author’s results. The author’s version of the flowchart of the main processes and sub-processes of agribusiness enterprise management with the disclosure of their essence and content, which will allow the implementation of this approach at the enterprise to develop a high-quality and real project that after its implementation will provide a high economic effect. Significance of the Study. The current study focuses on process management and has the potential of becoming a good basis for improving object management systems and making effective strategic management decisions as well as a worthy material in the educational process of universities and the improvement of the level of qualification of management specialists. Conclusions. In the current conditions of economic development of Russian agricultural enterprises, it is necessary to use novel innovative approaches and methods of enterprise management, the introduction of which will ensure high economic efficiency and competitiveness of enterprises.

THE ISSUE OF SHORTAGE OF QUALIFIED ENGINEERING AND TECHNICAL PERSONNEL IN THE RUSSIAN AEROSPACE INDUSTRY

The aerospace industry is a high-tech branch of mechanical engineering, the results of successful activities in which represent the international prestige the economic and military status of a state. To successfully compete in the international market of aerospace technology, the latest discoveries and high technologies are required, which, in turn, cannot be done without engineering and technical personnel of necessary competence.

The article deals with one of the main problems of the Russian aerospace industry — the lack of qualified personnel, since the result of any activity depends on the competence of the personnel involved. In the course of the study, the authors identify a shortage of specialists both in the aerospace industry and the production sector as a whole. This situation has arisen even despite the fact that, according to research by Forbes magazine, the Russian Federation ranks third, after China and India, in terms of the annual number of engineering graduates; however, the shortage of technical specialists persists. The authors also suggest possible solutions to this problem.
