MECHANISM OF INTERACTION BETWEEN THE PARTICIPANTS OF INVESTMENT AND CONSTRUCTION ACTIVITIES REGARDING THE USE OF ESCROW ACCOUNTS

Posted in 2020, ECONOMICS, Issue № 07(97) July 2020 | 0 comments

The article considers scientific and practical approaches to the creation of an effective mechanism for the arrangement of financing of the construction industry in the Russian Federation. It also discusses foreign experience in the area. The basis of this mechanism is the possibility of attracting citizens’ funds for shared construction through escrow accounts, which allows solving the problem of “defrauded homebuyers.” The transition to an improved construction financing scheme requires the introduction of new approaches to solving this issue since this problem is significantly different from how the escrow account system works in the global economic space. Therefore, the justification of the mechanism of investing in housing construction, with regard to specific aspects of the development of the Russian economy and the implementation of national projects, requires the development of mutually beneficial conditions for the interaction of all participants in investment and construction activities. The proposed mechanism will enable the reduction of the financial risks of the builder, as well as the protection of the housing equity holder’s funds and the increase of the banks’ participation in project financing. The implementation of this mechanism will solve the problem of defrauded home buyers and ensure the regulation of the residential real estate market with regard to the socio-economic development of the regions.

APPLICATION OF OPTION METHOD IN RISK ANALYSIS FOR PROJECTS IN FLAX PRODUCTION DEVELOPMENT

Posted in 2020, ECONOMICS, Issue № 07(97) July 2020 | 0 comments

The change of the situation on the medical device market during the first months of this year with a sharp increase in demand for flax processing products caused by the pandemic of coronavirus (personal protective equipment and disinfectants) has led to a noticeable increase in the profitability of some companies in that industry, the ones with the necessary capacities and those which has quickly responded to such change in market conditions. The existence of such opportunities is considered as a “real option”, i.e. the tool to reduce risks or increase production efficiency depending on the onset of certain circumstances, since its presence provides the flexibility to respond to changing conditions.

This mechanism has been successfully applied in the financial sector, as well as in the oil and gas industry and to some extent in the grain market, but not in investment activities in the agro-industrial complex, where flexibility is still considered an important advantage, but does not receive a cost estimate.

Based on the example of flax production companies, the paper shows the application of the scenario approach to assessing the effectiveness of investments in creating some additional technological capabilities that may turn out to be both useful and unclaimed.
